January 2020 Minutes

Minutes of the meeting held on Thursday 2nd January 2020 at the Ruby Hunt Centre Donington. 

Present Couns Baldwin, Abbott, Burdall, Hawkins, Lovell, Lunn, Robinson, and Wray. 2 members of the public and a press representative. 

1/20 APOLOGIES were received and accepted from Couns King, Stanley & L Wray.

2/20 POLICE REPORT – nothing to report.

3/20 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 - none

4/20 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes.  Proposed Coun R Wray seconded Coun Hawkins.

5/20 MATTERS ARISING –  car parking, following the suggestion from the clerk last meeting to source another company and the comments made on emails, should an alternative company be approached.  Agreed to ask if CPM still want the contract.  Suggestions made that the idea of restricted parking be abolished looking at shop closures, but it was agreed to continue with original plan as looking into the future, when Matthew Flinders remains return to Donington, the need for visitor parking will be high.

6/20 MATTHEW FLINDERS – BRING HIM HOME – 
Still awaiting confirmation that his remains can come home.  A faculty has been presented to the Diocese.  Remains to be interred inside of the church.  PCC hoping to raise funds to have organ repaired in readiness for Matthew Flinders return.

7/20 IDEA
Coun Hawkins asked if a sign, showing where Flinders park is could be erected.  Clerk advised permission is required from Highways if it is to go on a street light, but will look into it.  Need to promote lottery.  Coun Burdall suggested putting notices in shops.  Looking into grants but these are only to purchase items not maintenance.

8/20 FINANCE REPORT
Discuss Precept Proposals from Finance Committee.
Proposals put to Council.  Could have additional expenditure this year with Market Place, property purchase, legal fees, increase in insurance if new property and additional equipment in Flinders Park.  Increase maintenance budget, costing more now we are paying for provisions and NIC.  Council also aware that precept may be capped next year to 2% increase.  £28k last year.  Coun Hawkins asked why no provision had been made for the maintenance of Flinders Park, as per the letter from Coun Lunn.  Finances are continually be used for vandalism.  May come to the point IDEA pass the responsibility to the Parish Council if financial assistance cannot be given.  
Agreed to increase the proposal on the table of £32k to £33k, to make a contribution to IDEA on the provision of sight of their accounts.
Proposed Coun Lovell seconded Coun Burdall to levy a precept of £33k 
Council payments authorised as per schedule
Prop Coun Hawkins seconded Coun Robinson

9/20 LIBRARY
Nothing further to report

10/20 PLANNING 
H04-1143-19 proposed stables and hay storage, The Yews Quadring Road.  No objections.

11/20 MEMBERS REPORTS
NB – some discouraging comments on facebook with one resident being negative.  Message to be put on saying people will be blocked if negative comments continue.
GL Light out in Millsons Close.  Christmas lights have been on during day and off at night.  Can timer sets be purchased for next year?
RW – still flooding in Northorpe
AB Metal barrier near butchers has still not been mended
