February 2020 Minutes

Minutes of the meeting held on Tuesday 4th February 2020 at the Ruby Hunt Centre Donington. 

Present Couns Baldwin, Abbott, Burdall, Hawkins, King, Lovell, Lunn, Robinson, Stanley and R Wray. 3 members of the public and a press representative. 

PUBLIC FORUM
Mr Fleming concerned of the weight limit on Church Street with the school buses.  Unfortunately PSV’s are not prohibited under the weight limit.  If it is a H.G.V, take a note of the number and report to Police.

Jane Pearson requesting if a new comer pack with information of the village can be given to Ashwood Homes for new residents.

12/20 APOLOGIES were received and accepted from Coun L Wray.

13/20 POLICE REPORT – nothing received.

14/20 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 – none

15/20 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes.  Proposed Coun Wray seconded Coun Robinson.

16/20 MATTERS ARISING –   

17/20 TO DISCUSS DONINGTON VOLUNTARY CAR SCHEME
Concerns that the valuable scheme was not to get £1,000 from the Parish Council.  Advised that the 3 District Councillors and the Parish Council make a contribution which totals £1,000.  The Scheme’s fiscal year runs from October to September and not receiving contribution until April, is sometimes a problem.
Should the DVCS not be asking for donation from precept of Quadring and Gosberton as their residents use the scheme.

18/20 MATTHEW FLINDERS – BRING HIM HOME
Rev Jason Rhodes announced on 3rd February, Matthew Flinders remains are definitely coming back to Donington.  Faculty progressing.  There is to be a church service at Donington and Lincoln.  Initial service will be invitation only for relatives, organisers etc. but will be a second service for public to attend.  There is to be a procession through the village with the Bishop and the Royal Navy so a special effort is required to clean Market Place.

19/20 IDEA
Newsletter may not be proceeding now, pass over from old to new didn’t go well and the proposed new editor will not take it on.  Put on facebook editor required.
Continued vandalism at park.  Ron and Jen have decided they can no longer maintain park, with their hard work being undone by vandals.  
There are a diminishing number of volunteers.
Clerk had requested GH security to look into CCTV with the possibility of the electricity being provided from a separate meter in the library.  Need reassurance that police will prosecute vandals.
Lottery numbers have increased.

All going well, events in school holidays are always well attended.  Clerk to check date for Capital Grant to be spent.

24/20 MEMBERS REPORTS
PL - Daily Mail advertising their clean-up day again.  To advertise locally to try to get more involvement this year.
Northorpe Road from Days Lane requires cleaning and clearing
JK Why works in village cannot be done through precept as opposed to continual grants.  If improvements are for the residents then no reason why they cannot pay through poll tax.  Still totally against parking restrictions.  Tony Croft from Pride Team in Donington on 23rd March from 9.30 – 11.30 and 1 – 3.
NB – Rubble falling from Red Cow, becoming dangerous
Street light out in Peacock Passage not working
School parking really bad at present.
Market Place parking, can PC revote on restrictions.
Car parking outside Chinese all day blocking disability access.
RW – still flooding on road.

Councillor Grocock – discussions taking place regarding re-opening Donington railway station.  Lord Porter and MP Hayes on board.  Thought was only freight not passengers but that not the case.
