Minutes of a virtual meeting held on Thursday 1st October 2020

57/20 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 none
58/20 DRAFT NOTES OF LAST MEETING AUGUST – Were signed as a true copy, to become minutes. Proposed Coun King seconded Coun Hawkins.

Agreed MFBHH be removed from the Agenda temporarily as nothing will happen during pandemic.
61/20 TO DISCUSS CHRISTMAS THIS YEAR IN VILLAGE.
Suggestion was made could the tree in the centre of the village have lights on this year. It was agreed that due to current circumstances, lights last year not their best and empty shops not to have trees in brackets this year. Coun Lovell to look into lights for central tree, proposed Coun King seconded Coun Burdall delegated powers be given to Chair and Vice for budget of £500.
Clerk to request of insurance company criteria for checking brackets for safety reasons.

Couple of volunteers now weeding in park. Vince Crunkhorn litter picking in park and it was agreed to pay him for 10 hours.
Firework display cancelled this year because of pandemic.
Looking into CCTV as still vandalism.

Council payments authorised as per schedule
Prop Coun Hawkins seconded Coun Wray.
64/20 LIBRARY
Now open but public not allowed in building, books being handed to table at door. Books ordered online and books returned in plastic bags.

NB Wickstead hopefully starting works in October.
Can toilets be re-opened. Difficult for visitors, asking to use business premises. Advised that they are in poor state of repair and require refurbishment.
RW can white and yellow lines be repainted in Church Street.
Would it be possible to have traffic calming in Church Street? Clerk to speak with Highways and LRSP for survey.
DH agreed speed restrictions need in Church Street. Farm vehicles are particularly hazardous but do not have to adhere to weight limits.
GL watering payments have not been made. Clerk was under the impression that due to the amount already paid, without hanging baskets this year, no more money would be agreed. Corrected and agreed to make payment but requested that no further sessions required.
PL considerable amount of traffic from Triton Knoll/Viking Link in Northorpe. Coun L Wray on TK Liaison Committee and would speak on behalf of the Council.
JK Planning application on Church is to go to planning committee due to unrest of council and residents. Concerns of business taken away from village and large gateway for deliveries. Coun Burdall advised that proposed Co-Op had no connections with one in village.
