2 minutes silence was held in respect of Arthur Baldwin who died earlier this year
40/20 Proposal of Chair – Coun King proposed Coun Stanley continues in post, seconded Coun Hawkins. Sign declaration of office
41/20 Proposal of Vice Chair, proposed Coun King seconded Coun Hawkins that Coun Lovell take on post.
42/20 POLICE REPORT – no report received.
43/20 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 Coun regarding watering of flower baskets.
44//20 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun Hawkins seconded Coun R Wray.
45/20 MATTHEW FLINDERS – BRING HIM HOME
No further progress due to lockdown.
46/20 TO DISCUSS WATERING OF FLOWER BASKETS
Clerk received details of 38 days at £12 per session. Felt this was very high as no hanging baskets this year and due to weather did not require watering every day. However due to last minute request it was agreed to pay the same as last year, even though no hanging baskets. Batteries are also being charged, therefore Coun Lovell proposed and Coun Hawkins seconded amount to be paid but thoughts have to be given for the future.
47/20 TO DISCUSS FUTURE OF RED COW LOCK UP

48/20 TO DISCUSS THE PROPOSAL OF MARKET IN MARKET PLACE ON 29TH AUGUST.
Approached by Steve Harris, a florist and Antoinette owner if a small market could be held on Saturdays, to bring residents and visitors into the village. Stall holders to be charged £10 per session with Steve Harris checking 3rd party liability for all participants.
49/20 IDEA
Grant for play equipment lodged.
Vandalism again in park with youths riding around on bicycles. Culprits recognised by a Councillor with details being sent to PCSO Abbotts. PC feels it is time that Police now step in and take action against these youths. Residents reminded once again to continue reported these issues in order that the Police can build a picture of the regularity of the damage.
50/20 FINANCE REPORT
Council payments authorised as per schedule
Prop Coun King seconded Coun Abbotts.
Received a request from Mr Ette resident in churchyard regarding trees. They’re overhanging his garden, he paid to have them cut before and wonders if the Parish Council will pay this time at a cost of £1250, as they are in the Churchyard. Chair and Clerk have been speaking on this and agree that the PC probably need to precept money for trees as they an ongoing expense in the village. Spoke with Arb Core and probably a good idea to crown reduce every other year and share cost if Mr Ette is in agreement. To obtain a quote for works.
51/20 LIBRARY
Exterior has been painted, plumbing works ongoing. Opening next week with screens being installed for health and safety reasons.
52/20 PLANNING
To discuss proposed retail units in Church Street.
PC agreed retail units would be detrimental to shops in the village and would have an adverse effect on the traffic flow more than the residential application proposal previously. Imperative the PC makes their objections known.
53/20 MEMBERS REPORTS
LW cats being shot with air rifles in Park Lane – reported to Police.
JK community wardens involved in cleaning areas again. Areas requiring attention to be reported to Coun King please. Bottom of Jessops door broken.
JS seat retrieved from RBL, son’s owner asked if it can be placed in old cemetery. No objections.
54/20 ANY OTHER BUSINESS –.
Now total grant for Flinders has been agreed thought needs to be given to spending section 106 that needs to be spent before next year. Market Place looking clean now so perhaps a couple more seats could be purchased.
