Minutes of the meeting held on Thursday 6th April 2023 at The Ruby Hunt Centre.
Present Cllrs Stanley, Burdall, Hawkins, King, Lovell, Lunn, Robinson MBE, Rollinson, L & R Wray. Dist Cllr Bingham, Clerk Diane Fairweather and eight members of the public.
PUBLIC FORUM
Member of public asking how many people attended Police surgery. Cllr King advised only five, unfortunately if more people attended it would assist in our cause for keeping PCSO’s in the village.
POLICE REPORT
2 Crimes at Turners, 1 criminal damage & arson, one other theft
Antisocial behaviour in Ing Drove
4 reports of violence in Towndam Lane near Summerson Close
2 reports of antisocial behaviour in Barnes and Cowley Road
Violence in Brewers Court and Chestnut Avenue
6 violent/sexual offences and on anti-social behaviour in Gleed Avenue
Chair announced before meeting that Cllr R Wray would not be standing again and thanked him for his services over the years, which are very often not known of to others.

31/22 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
None
32/22 TO RECEIVE DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Cllr King seconded Cllr Hawkins.
33/22 TO RECEIVE UPDATES FROM CLERK –
UKSPF Cllr Bingham gave update. Heritage, parking, and open spaces initially. Not first come first serve but should get application for funding as soon as possible, Long Sutton and Holbeach had already put in application for the first tranche.
Standing Orders suspended in order for member of public to speak regarding the Matthew Flinders Bring Him Home campaign and if it could be included in the Parish Council application. The ledger stone for Matthew Flinders was to be in the region of £20,000. Cllr Bingham advised it was not only Parish Council’s that could apply and MFBHH should make an independent application. Cllr Bingham left the meeting.
Standing order duly resumed.
Electric point in Market Place -still waiting for confirmation of a date from contractors. Cllr Lovell to speak with them.
Replacement Litter Picker – to be taken in committee.
Clerk to obtain bags from South Holland and to choose a collection point for them.
Owner of Laura’s Loves is unhappy with the siting of the Jubilee bench and has asked for it to be moved. Council suggested Outside of the Co-Op. Cllr King to ask Highways if this would be acceptable.
Wall to Market Place had been damaged again but Cllr King advised the contractor usually used is too busy at present. Clerk to source elsewhere.
34/22 TO RECEIVE UPDATES FROM IDEA
Gentleman helping in the park litter picking.
Cllr Lunn advised application to be made to the Postcode Lottery as three replacement cameras were required in the park.
New equipment also required in play area at a cost of £7000.
35/22 TO RECEIVE FINANCE REPORT
a) To Discuss/Approve Maintenance Contractor for 2023/2024 – nothing to discuss second quotation not received.
b) To Approve Annual Governance & Accountability, proposed Cllr Rollinson seconded Cllr Richard Wray.
c) To Approve Annual Accounts, proposed Cllr King, seconded Cllr Rollinson.
d) To Discuss Investment Projects – to be taken in Committee
Council payments authorised as per schedule, Prop Cllr King seconded Cllr Hawkins
36/22 TO RECEIVE LIBRARY UPDATES
Craft event not as well supported as usual.
Cllr King advised that following Police surgery in Library PSCO announced he would be leaving in September.
Spalding and Holbeach were keeping their PCSO’s but not Donington. Cllr Rollinson wished a letter be sent to the Chief Constable of the Police asking what does Donington get for the amount of money it claims from the poll tax? Why does Donington not deserve a PCSO? what benefits are there to Donington? There is an increase in crimes, why is there no presence of actual Police?
37/22 TO DISCUSS PLANNING APPLICATIONS RECEIVED THIS MONTH.
H04-0247-23 Proposed dwelling adjacent to 100 Station Street – no objections.
38/22 TO RECEIVE MEMBERS REPORTS
DH – Advised the Voluntary Car Scheme was not running at the moment as there are no drivers. They are to ask another local scheme how they are recruiting?
JK – advised voluntary working scheme available again in Donington.
Fly tip on Badgate. Owner had been found but believe to be a house clearance with company to take away. Unfortunately, they will still be liable.
GL -Easter egg hunt to be held in the Church.
Train Station in Donington is high on the Agenda for the County Council and it is hoped that support will be given to the project.
MR - reiterating the Chair’s comments for Cllr Richard Wray for his service over the last twenty-five years.
LW - advised would not be standing for Council again due to work commitments but would like to thank fellow councillors for their support. Confirmed she had enjoyed her term on the Council.
RW – Thanked Chair and Council for kind comments. Had enjoyed his time on the Council and hope people come forward and the good work is carried on.
