DONINGTON PARISH COUNCIL
Minutes of the meeting held on Thursday 3rd August 2023 at The Ruby Hunt Centre.
Present Cllrs Lovell, Harris, Hawkins, Keaney, King, Lunn, Slater, Stanley, Walsh, and Wray. Clerk Diane Fairweather, District Cllr Geaney and six members of the public
PUBLIC FORUM
JP – advised MFBHH had been successful in their funding request from UKSP for £35k.
CH – dumping of rubbish at entrance to Mews Emporium. Cllr King advised had already been reported by both her and clerk as litter picker had commented on it.
Dist Cllr Geaney requested if any Section 106 monies available. Clerk confirmed £1115.17.
TO RECEIVE POLICE UPDATES – nothing received but Cllr Wray has contact for neighbourhood Police.
which he will pass onto clerk as they are keen to improve relationships with the Parish Council. Cllr King advised 8 members of the public attended the last Police forum.
TO RECEIVE UPDATES FROM COUNTY COUNCILLOR
Cllr King reported that all matters mentioned to her had been reported to Highways on their Ward walk.
TO RECEIVE UPDATES FROM DISTRICT COUNCILLORS
Cllr Keaney advised she had jointed Cllr King for Ward walk.
Cllr King suggested watering of bedding areas is required as although shop owners had been requested to do this, they had not and the plants were not surviving. Cllr Lunn reminded there are two water bowsers from Bloom available.

68/23 TO RECEIVE APOLOGIES FOR ABSENCE AND ACCEPTANCE OF ANY REASONS GIVEN
Apologies were received and accepted from Cllr Burdall.
69/23 TO RECEIVE ANY DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE REQUIREMENTS OF THE LOCALISM ACT 2011 AND TO CONSIDER ANY REQUESTS FOR DISPENSATIONS

70/23 TO RECEIVE NOTES OF THE LAST MEETING HELD ON 4TH JULY 2023 TO BE APPROVED AS MINUTES -proposed Cllr King seconded Cllr Lovell.
71/23 TO RECEIVE CLERK’S REPORT ON MATTERS OUTSTANDING AND UPDATES FROM PREVIOUS MEETINGS
Electric box had now been brough to modern safety standards. Cllrs Lovell & Harris had made good the area around the electric box in order that the door now would open.
Village Trail Sign – spoken with Peter Lorimer who had given clerk proof for Council before it went to print. All agreed proof was acceptable and for Peter to proceed with haste. Advised should be 4 – 6 weeks.
Toilets – continual petty vandalism. Clerk looking into possible CCTV.
PC solicitor not in agreement with restrictions SHDC were wanting to place on transfer of asset from SHDC to PC. Could result in possible additional fees of £1200 which the Clerk had advised the PC were not willing to pay. Clerk advised there is no need for an overage statement, Mark Whelan at District agreed and would resolve, and transfer asset with no restrictions for the future.
72/23 TO RECEIVE CHAIR’S UPDATES
Market Place wall had been hit again. To investigate a barrier to go in front of curve in wall.
Confirmed storeroom door at toilets had been repaired and lock replaced to avoid Health & Safety issues.
Also the electric socket in storeroom did not work. Clerk to report to SHDC.
Litter picker had reported fly tipping in Summerson Close. Clerk confirmed this had been reported.
73/23 TO NOMINATE REPRESENTATIVE FOR COWLEY FOUNDATION.
Clerk had been advised that Cllr King was not a Parish Council representative as she was the County Councillor representative and PC therefore required to nominate a further person. Clerk reminded Council that Cllr R Wray had be on Foundation many years and although no longer a councillor would welcome the opportunity to continue. Clerk to the Trustees advised that Lizzie Wray had been a PC representative and would like to continue the post also. He advised that they do not have to be parish councillors to be parish council representative. Cllr King proposed Lizzie Wray as she was an asset to the Trustees. Cllr Wray felt the representative should be a Councillor. Cllr Lovell agreed and proposed Cllr Walsh for the post. Cllr Walsh, although would not have put his name forward agreed to. Seconded Cllr Harris. No further nominations.
Chair requested that Trustees make clerk aware that Parish Council meet on 1st Thursday of eery month and to avoid clashing meetings.
74/23TO RECEIVE UPDATES FROM IDEA
Cllr Lunn also reported IDEA had been successful with their UKSP funding of £24k but had unfortunately been unsuccessful with Post Code Lottery. ROSPA checks on the park due this month, and they realise there will be some work required on some equipment and the playhouse possibly to be removed.
Cllr Lunn requested that future maintenance funding for Flinders Park could be budgeted for in precept.
75/23 TO RECEIVE UPDATES FROM CEMETERY COMMITTEE
Reports of the poor state of the garden of rest in the old cemetery. Cllr Lovell suggested Jess King be approached to do works. Cllr King declared an interest and took no part in discussion. Clerk had asked if she could speak with contractor first as he had been made aware and was to inspect the area. All agreed.
Committee agreed the tender for the works was weak and Cllr Wray to put together a tender document for approval.
76/23 TO APPROVE SIGNAGE FOR WAR GRAVES FOR THE CEMETERY
Various designs were circulated to councillors, and it was unanimous on the design suggested.
77/23 TO REVIEW STANDING ORDERS, COMMUNICATION & DATA PROTECTION POLICIES
With one minor amendment requested by Cllr Geaney the policies were approved. Proposed Cllr Harris,
seconded Cllr Geaney.
78/23TO RECEIVE FINANCE REPORT AND APPROVE PAYMENTS AS PER SCHEDULE
a) To Discuss Potential Barriers for Market Place. Clerk to provide quotation for next meetings.
Payment schedule showed two invoices for Malc Firth. Clerk checked payment of these was acceptable.
Cllr Wray agreed that the PC were contractually obliged to pay them. Payments to be approved, proposed.
Cllr Walsh seconded Cllr Harris.
77/23 TO CONSIDER PLANNING APPLICATION RECEIVED THIS MONTH
Retrospective planning application for replacement windows at Laura’s Loves had been rejected by
planning as in a conservation area.
H04-0608-23 12 Mill Lane -proposed replacement bungalow including demolition of existing one –
no objection
H04-0628-23 land adj 60 Northorpe Road, Conversion of agricultural building in dwelling. Has been some.
local concerns of what was to happen to this land. No planning issues for refusal.
H04-0636-23 and H04-0658-23 Thomas Cowley High School – replacement windows and doors.
no objections.
H04-0650-23 adjacent to 33 Church Street – proposed bungalow-resubmission. no objections.
78/23 TO RECEIVE MEMBERS REPORTS
There have been complaints regarding the electric scooters being ridden at great speeds on the pavements around the village. They are dangerous and awaiting an accident to happen. Cllr Wray advised they are illegal and should be reported to Police.
SH – vermin around the pond again. Unfortunately need to educate public not to bring full loaves of bread.
79/23 TO RECEIVE CORRESPONDENCE
Heckington Fen Solar Park. Amendment documents are available online or at Boston Borough Council offices. The changes being due as a new section of NGET infrastructure is required at Bicker Fen substation.
Date of Next Meeting 7th September 2023
