Notes of the casual Parish Council meeting held on Thursday 1st June 2023 at The Ruby Hunt Centre.

Present Cllrs Lovell, Burdall, Harris, Hawkins, Geaney, King, Lunn, Slater, Stanley, Walsh, and Wray.  Clerk Diane Fairweather & 7 members of the public

PUBLIC FORUM
JP gave update on MFBHH.  Preparations are back on target as it is hoped to be in 2024 and she is working closely with the Lincoln Diocese and Royal Navy. Grant application put into South Holland for UKSP Fund and fund raising has begone.  A target of £50,000 to be raised.  The stone alone is £25,000 and the event and everything involved is going to be quite costly.
This is an event for the village and would like to engage as many as possible.    Australian author is visiting Donington June 20th for a book signing event in the Craft Shop.  Gillian Dooley is promoting her latest book The Man Behind the Map.
Chair confirmed they had the total support of the Parish Council and Cllr Geaney to liaise regarding advertising the fund-raising events.

Chair confirmed this is a casual meeting for updates from new councillors and committees.  
Wanting to take in closed session an update of local projects for the new councillors.  Clerk advised this is not protocol as not an agenda item.

53/23 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 
None

54/23 TO REVIEW DRAFT NOTES OF THE MEETING HELD ON 18TH MAY 2023 – 
Agreed in principle to be approved at July meeting.

55/23 TO RECEIVE UPDATES FROM COMMITTEES
Cowley Foundation – only meet four times a year and first meeting will be 6th July.  Disappointed they have chosen our meeting day.  Spoke with their clerk but the meeting also coincided with one with the Primary School so could not be changed.
Millsons and Poor Land – only meet once a year to discuss annual distribution.
Unknown Charity – meet twice a year, not yet held first meeting, represented by Quadring and Gosberton Parish Councils also.
IDEA – Summer Fayre – all good to go.
Finance Committee – asked for a meeting prior to council to understand workings of figures etc.
Cemetery Committee – received quite a few complaints of the standard of the cemetery.  Clerk to arrange meeting with Committee and Contractor.  Trees should have a maintenance programme and budgeted for in net years precept.
Allotments. – the village allotments are not being lost so no further action required at this point.
Library - interviewing another volunteer.

56/23 TO RECEIVE FINANCE REPORT

57/23 TO DISCUSS PLANNING APPLICATIONS RECEIVED THIS MONTH. 
H04-0493-23 Wykes Farm proposed agricultural storage building.  Application withdrawn.
H-04-0491 – 24 & 24a replacement PVC windows, retrospective. This had already been reported to planning as afront the Parish Council land and application had not been made in a conservation area.

58/23 TO RECEIVE MEMBERS REPORTS  
NB – reports cemetery tap is leaking.
SH – no knowledge of Red Cow and Toilets or what are the Parish Council’s Assets.  Copy of register to be sent to all Councillors.
GL – Sam requesting Lease on Pond.
PS – stagnant wate behind Highfield Road. Cllr Lovell advised BSIDB responsibility.  Cllr Wray will report for PC.
Weeds in Station Street are overgrown.  Can a weed killer be used.  Is it something the litter picker could deal with.  Clerk advised weed killer cannot be used on public areas without a licence.  
Peacock Hotel reports of rats.  Cllr King is in communication with environmental on this subject.  
Walking trail sign.  When is it going to return.  Cllr King to check with Peter Lorimer as he had taken on the project and obtained grant funding for it. 
Can a copy of the boundaries of the parish be available to all councillors?
30 mph sign in grass at junction of Wykes Lane.  Cllr King to report to Highways.
3 Donington boards on entrance to the village.  Entrance from Grantham behind a tree and Bicker Road is away from the road in overgrown shrubbery.  Quadring Road is O.K.  Clerk advised that permission is needed for the Bicker Road sign as permission had been asked previously but as it is on a junction it couldn’t be moved closer to the A52.
Approach Roundabout – can it be cleared and set with flowering bulbs as like the one at Grantham.  PC had a local company wanting to do this for us, but Highways days said no.  There would be a health and safety issue working on the roundabout and the shrubs are meant to be that high so slow traffic down as approaches from all roads cannot be seen.
JS – Update on Market Place wall.  Contractor given date of 13th June.  Church Street parking.  Can Cllr King speak again with Highways to see if the double yellow lines can be extended.
