DONINGTON PARISH COUNCIL
Minutes of the ANNUAL PARISH MEETING held on Thursday 18th May 2023 commencing at 7.00 p.m.,
Resident advising Triton Knoll will once again be clearing the pathway along the boundary of the churchyard, asking if the Parish Council could write a letter to advise neighbouring property as a matter of courtesy.
Also advised Bicker Wind Farm Trust is short of a Parish Council representative for their committee. Cllr Lovell suggested that perhaps Cllr Harris could be nominated for the post. Clerk to advise Triton Knoll.
Pathway to church is becoming overgrown and as there are two wedding in June asked if this can be trimmed back.
Unknown Donors – the PCC had not received a contribution for three years and ask when this is to be resumed. Clerk advised not a PC issue but would put to the Charity as it will, following the elections, have new representatives now.
Resident advised following a previous meeting that there were in fact ‘duck’ signs in Mill Lane. Had anything further happened to the 7.5Tonne weight restrictions in Towndam Lane. Clerk had not received an update and would follow up again. Complaints that parking is as bad again at the schools.
Any update on Market Place signs. Cllr King advised was in hand. Can anything be done with electric scooters. They travel at a fair speed on the path. To be reported to Police.
It has been noted that house signs have been placed on the lockable barriers which the church had erected. Parish Councill agreed this should not be and will write and ask for them to be removed.
Resident requesting when Gleed Avenue grassed areas are to be cut again as they are a disgrace. There is also broken grass in the long grass which is obviously dangerous to children playing. Advised that this is not a Parish Council issue but following complaints already received,
Cllr King advised Highways had been notified. Mr Clarkson asked if anyone could do them.
Cllr Lovell said he should check with Highways before undertaking any work there.

Three in Malting Lane, Criminal Damage, arson, and antisocial behaviour
Seven in School Lane, five violence, one violence/sex, one drug related.
Two in Quadring Road, Violence and sexual attack

39/23 TO ELECT CHAIR Cllr Stanley proposed existing Vice Cllr Lovell, seconded Cllr King. No further nominations, Cllr Lovell agreed and signed declaration of office.

45/23 TO RECEIVE AND APPROVE NOTES OF LAST MEETING
Were signed as a true copy to become minutes, proposed Cllr King seconded Cllr Stanley.
46/23 TO RECEIVE UPDATES FROM CLERK –
Jubilee bench. Highways has given approval and Co-Op are happy for seat to be recited at their wall.
Market Place wall – contractor cannot start until next week.
Electric Point in Market Place – originally had a date but weather not in their favour.
Voluntary Working Scheme – met at toilets with contractor. They have measured to advise us of amount of paint required. Will shortly give a date for commencing work and believes it will only take one day. They will not paint above the canopy due to Health and Safety and the additional cost of scaffolding.
47/23 RECEIVE UPDATES FROM IDEA
Newsletter is hopefully to be produced again.
Residents had asked ‘what is IDEA’ Suggestions that there should there be a pamphlet for new residents to the village. Cllr Lunn advised this will be answered with the newsletter.
Application not received on time with Post Code lottery but have applied for levelling up funding.
48/23 TO RECEIVE UPDATES FROM LIBRARY
Cllr King reported footfall is increasing. Recently had a compliance meeting with Lincolnshire County Council which they found particularly useful.
49/23 TO APPROVE PAYMENTS AS PER SCHEDULE

a. TO DISCUSS/APPROVE SUBSCRIBING TO THE LALC TRAINING SCHEME.
As previously advised by the Clerk. LALC run various course including New Councillors, these are charged at £25 per half day and £65 for a full day. If the PC subscribes to the Annual Scheme at a cost of £165, any councillor can attend limitless training sessions. All agreed advantageous to subscribe. Proposed Cllr King, seconded Cllr Walsh.
- TO APPROVE CONTINUED DELEGATED POWERS TO CLERK AND CLLR KING FOR EXISTING PROJECTS.
Cllr King and the Clerk, being previously the organisers of the Christmas Fayre and other projects have enjoyed the easement of having delegated powers to conduct these tasks, if spending was within the income received from the Markets, held through the year, and always updating Council. Going forward it is hope there will be more events to improve community involvement. Cllr Walsh proposed that delegated powers to act on behalf of the Parish Council can continue, seconded Cllr Lunn.
50/23 TO DISCUSS PLANNING APPLICATION RECEIVED SINCE LAST MONTH
H04-0298-23 60 Northorpe Road – proposed two storey extension and removal of chimney. To question planning as no notification received by Clerk or District Councillor King, who was actually on the Planning Committee.
H04-0328-23 46 Quadring Road – proposed garage conversion into annex with first floor and extension above detached garage
H04-0336-23 Rear of Red Gables, 15a Towndam Lane Erection of detached bungalow.
H04-0384-23 adj 33 Church Street – proposed bungalow.
Archaeological comments with reservations on the site. Parish Council had concerns regarding the access onto the Highway. Clerk to put together a response for Council to approve before submitting.
51/23 TO RECEIVE MEMBERS REPORTS
SH – wishes to question legality of Council etc. Suggested meeting with clerk.
GL – rubbish outside Red Cow again. Cllr King has reported.
NB – can anything be done regarding the car that repeatedly parks in the car park for days on end and often takes more than one space. PC agreed a letter was to be sent.
JK – yellow and white lines are being repainted outside of the Fire Station and in High Street.
JS – Had a quotation for maintenance on cemetery been received, as it is in poor again?
Clerk advised spoken with contractor to ask if more cuts could be done but it would have to be on a regular basis in order that it can go on their rota.
Also requesting if planters could be filled again. All in agreement.
