Minutes of the meeting held on Thursday 5th January 2023 at The Ruby Hunt Centre.
Present Cllrs Stanley, Burdall, Hodgson, King, Lovell, Lunn, Robinson MBE, Rollinson. Clerk Diane Fairweather and 11 members of the public.
PUBLIC FORUM
Paul Slater submitted a report on angling club for councillors’ information and requesting update on issues, as in:
Toilets – being dealt with as we had to lock to the public awaiting an industrial clean.
Pranks in village, brick, rubbish roof tiles being left in roadways and pathways. The PC were unaware of this, but Cllr King would report to Police at the next surgery.
Village untidiness – requires addressing. PC agreed that perhaps details should be amalgamated to ascertain what is required and if there are any volunteers in the village to assist.
Cllr King advised there were four cycle racks at Budgens which were very rarely used, and it was agreed there was not really an ideal siting for them in the Market Place.
Notice board – can it please be kept up to date with recent agendas and minutes and can old ones be removed. Also, in need of attention.
Jane Pearson advising Matthew Flinders Bring Him Home campaign will hopefully happen in 2024 and is once again speaking with Lincoln, members of the family and Australia House. Fund raising to commence and details to be placed on social media.
Dejex – requesting up to date details of contacts for The Ruby Hunt Centre for ongoing financial assistance to them. Cllr Lunn would advise.
Ms Bell requesting what the Parish Council were doing regarding the funding from the Government of levelling up funds. Advised that initial interest had been lodged as requested, albeit on a very short time scale and now awaiting further instructions from South Holland for next stage.

2/23 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

3/23 TO RECEIVE DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Cllr King seconded Cllr Lovell.
4/23 TO RECEIVE UPDATES FROM CLERK –
Jubilee bench in situ at last. Trail sign in the Market Place planting has been removed for a complete replacement, later in the year the one by Matthew Flinders statue will also be removed, cleaned and new Perspex put in, thanks to Peter Lorimer who I believe obtained grant funding for the works.
Cllr Lovell requesting update on tree works as should be acceptable to do works now. Cllr Rollinson asked if it could be followed up before date is reached where cutting back not allowed.
5/23 TO RECEIVE UPDATES FROM IDEA
Park looking tidy but volunteer litter pickers are required now Vince has retired.
Youths letting off fireworks and IDEA members have had to offer apologies to neighbouring properties. Clerk to ascertain whether insurance cover any mishaps.
Profit on Christmas Market £472 with £90 going to church. Felt the joint event with the Council had been a success. If it were to continue could a Christmas banner be purchased?
6/23 TO RECEIVE FINANCE REPORT
Council payments authorised as per schedule.
Prop Cllr Rollinson seconded Cllr Hodgson.
7/23 TO RECEIVE LIBRARY UPDATES
Despite recent comments a survey carried out to show footfall in library was increasing and a very important part of the community now, with more craft events organised for the coming months.
Question raised if building would be available for a ‘warm hub’ Cllr King advised there had been no specific interest and it would be difficult with the small number of volunteers available to man it safely.
8/23 TO DISCUSS PLANNING APPLICATIONS RECEIVED THIS MONTH.
More amendments to Malting Lane development.
9/23 TO RECEIVE MEMBERS REPORTS
JS – would like to thank everyone for their assistance with the Christmas trees this year.
PL – has interested party to unlock/lock and clean the toilets. Clerk to check details with insurance company and get in touch when deep clean is done.
NB – reiterating again if the double yellow lines along Church Street can be extended around the bend. It is vey narrow when cars parked on both sides and a collision is imminent at some point.
JK – advised deep clean had bee arranged for the toilets. Reminder of the Police surgery at the library from 6 -7 on 10th January. Please use or we will lose.
Highways are eventually to mend fence near the butchers.
Heritage officer has been speaking with owners of The Old Peacock.
GL – request for speed restrictions along entrance of Gleed Avenue. Vehicles travelling too fast and when in icy conditions the area very rarely clears. Taylors bulbs have donated tulip bulbs. Cllr Lunn said a trail would be planted. Request from Stephen Wright if lease for mill pond could be handed back to PC but there appears to be some delay. Clerk advised the document issued for the cessation of lease was not in line with the one issued and checks being taken to proof whole area is to be returned to PC. Cllr Rollinson advised ideal time to get land registered.
MR - Can PC ask for traffic wardens to be in attendance and can PC have input on where they should be. Parking at both schools and Co-Op requires addressing.
Clerk – maintenance contract for the coming year, do PC wish to tender. All agreed it should go to tender this year.
