Minutes of the meeting held on Thursday 3rd October 2024 at The Ruby Hunt Centre.

Present Cllrs Rollinson, Burdall, Harris, Hawkins, King, Lovell, Lunn, Stanley, Walsh and Wray.  8 members of the public and Clerk Diane Fairweather

PUBLIC FORUM
Antoinette advising toilets were not open for market on Sunday.  Clerk advised just an unfortunate error.  Also asking for use of the car park spaces along the wall in the Market Place.  Council had no problem with this.
Two residents from the Shoff experiencing problems with neighbouring farmers and rubbish in fields. Reported to Fix My Street to no avail.  Feel as if the farmers are not treating the land as it should be treated.
Chairman had spoken with the Company working the land and had received a comprehensive reply which was read to the meeting, but advised there was nothing more Council can do.
Resident from Church Street advising speed farm vehicles is a constant problem.  Whilst the PC appreciate the problem it is a Police matter.  PC are hoping to include this road in the Speed Watch.

TO RECEIVE UPDATES FROM DISTRICT COUNCILLORS
Cllr King – received requests for further bins around the village.

103/24 TO RECEIVE APOLOGIES were received and accepted from Cllr Geaney and DC Geaney.

104/24 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 
None

105/24 TO RECEIVE DRAFT NOTES OF MEETING HELD ON THURSDAY 5TH SEPTEMBER 2024– Were signed as a true copy, to become minutes.  Proposed Cllr King seconded Cllr Lovell.

106/24 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS –   
Community Speed Watch.  Good to go just awaiting confirmation that areas proposed are acceptable.

107/24 TO DISCUSS PROGRESS ON TWINNING WITH MAURITIUS
Chairman had spoken to the gentleman.
Clerk distributed details of what is required i.e. constitution, agreement with both parties.  Twinning Association to be established.  PC led but not necessarily Councillors. 
Clerk had spoken with a twinning officer from Sleaford who is prepared to assist in any way going forward. 
Parishes usually twin with places closer to home than Mauritius.  Initial costs purely administration, legal aspects when documents exchange.  Main aim of a twinning association is to make a link on the grounds of what you are wanting from it and what you want to gain through it.  I.E. furthering communications, improving tourism, visits etc.  Also advised Hobart in Tasmania would like to twin with Donington too.
PC to support the principal but more information, particularly the costings, required before any commitment can be made. Proposed Cllr Lunn seconded Cllr Hawkins a constitution to be drawn.

108/24 TO RECEIVE UPDATES OF COMMITTEES
a)    Allotments - wet
b)    Cemetery – moles in old cemetery.  Church yard.  Nothing been done in old churchyard.  Suggested a site meeting with contractor.
Moles – traps set, some caught.  Activity in old cemetery.  Requested contractor sets there too.
New cemetery fine – hedge on rear boundary requires attention.  Chairman to speak with original contractor.
c)    Finance – To Approve Payments. Proposed Cllr Rollinson, seconded Cllr Lunn.
Date fixed for finance meeting, to go through assets, maintenance contracts etc.  Groups to be contacted for any projects they may have which they would like PC to support.
i)    To Discuss Donation to Royal British Legion for Remembrance Wreath.  Previously donated £100, proposed Cllr Stanley seconded Cllr Walsh.  Cllr Stanley to represent Council.
ii)    To Discuss Purchase of Tommy Statue – Clerk to investigate.  Try local contractors.
d)    Human Resources - ntr
e)    IDEA – New CCTVs fitted; another camera required. Proposed Cllr Harris seconded Cllr Rollinson.  £460 to purchase CCTV. Although section 106 remaining in PC pot had been advised by Cllr Bingham to put a business plan together and request additional from South Holland.
MW had applied for grant application as a replacement mower is required.
Firework display organised for 1st November.
f)    Library – footfall increasing and three new volunteers.  Asset transfer will probably not be within this financial year.
g)    Planning – none this month.  Last three appeals have been upheld.
h)    Red Cow Paddock – awaiting Ecology and Topology reports.

109/24 TO RECEIVE MEMBERS REPORTS  
MR – rats again at Mill Lane, spoken with contractor.
PL – Donington in Bloom has been registered as a Charity.  Grant applications submitted.  Residents asking if minutes can be in notice board.  Hunters Way requires serious work.

GL – Can reactive speed signs be purchased?  Other parishes have them and report they are successful. Proposed Cllr Wray, seconded Cllr Burdall to purchase four advisory speed signs.
SH – meeting with owner of Sam’s. His pipes do go under Mill Pond and excess water goes into neighbouring dykes.  Cllr Harris to continue communications with Sam’s.
Requesting again any updates regarding reinstating railway station.

110/24 TO RECEIVE CORRESPONDENCE
Greater Lincolnshire Devolution results in agreement to Lincolnshire having a Mayor.
Environmental Agency working in parish.
