Minutes of the meeting held on Thursday 4th April 2024 at The Ruby Hunt Centre.

PUBLIC FORUM
Business owner asking if the toilets would be open for next market. If not, can a portable one be rented. Chair advised they would be installed before market.
POLICE REPORT
Met again with Cllr King but they are wanting to keep in touch.
TO RECEIVE UPDATES FROM COUNTY COUNCILLOR
TRO requested on Bicker Road some time ago to reduce speed to 40 mph or 50 mph. If Council are wanting 40 mph it will have to go to Highways Committee. All agreed would like 40 mph.
Surveys now being carried out for a refuge in the centre of the A52.
Highways walkaround, all works mentioned have been scheduled.
Double yellow lines on Church Street will not be allowed.
Wykes work has been completed.
Cllr Lunn spoke again of speed along Church Street leading towards

TO RECEIVE UPDATES FROM DISTRICT COUNCILLORS
Cllr Geaney not receiving agendas and minutes. Also questioned the detail of the closed session. Clerk advised that a summary should be given without giving all details.
47/24 APOLOGIES were received and accepted from Cllrs Hawkins and Stanley.
48/24 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
None.
49/24 TO RECEIVE DRAFT NOTES OF MEETING HELD ON THURSDAY 2024– Were signed as a true copy, to become minutes. Proposed Cllr King seconded Cllr Harris.
50/24 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS –
Disabled parking space. Completed together with car park lines. Nice to have received positive comments.
Electricity disconnected from bowls club.
No updates on Red Cow Paddock gate.
Remaining tree debris from old cemetery gateway requires moving still.
Toilet doors – there had been a delay in delivery of doors but were expected imminently.
Bicker Road Matthew Flinders sign cleared. Magazine is out for delivery.
51/24 TO RECEIVE CHAIR’S UPDATES
Local resident had questioned if bollards in Marketplace were to be repainted in time for Matthew Flinders. Clerk advised these were originally to be done via another local business but as they were now assisting with many other projects felt it fair to request these be done by Council.
Has vandal-proof toilet accessories been purchased in readiness.
Would it be possible for a doctor’s surgery to be held, perhaps once a week, in Donington. Cllr Walsh advised any premises to be used would be subject to the care quality commission. So, no.
52/24 TO DISCUSS WHAT CAN BE DONE TO ATTRACT MORE BUSINESSES AND FACILITIES TO DONINGTON
Chair had conversation with local business owner because more isn’t done to attract businesses into village. Chair agreed it is never spoken of areas that could be used for commercial premises. Opening of the Railway was mentioned some time ago, but nothing further appears to be happening. Cllr King advised that the Railway is being discussed but can give no updates at this moment in time.
Potholes/fly tipping do not seem to get the importance they deserve. Cllr Walsh advised that is not a Parish Council issue.
Cllr Lunn felt when businesses become vacant, they are taken on again quite quickly.
Cllr Burdall commented there is no commercial land in the village and a difficult time to start a business at present.
Cllr Walsh advised the Pc can not really assist in this as they own no commercial land.
53/24 TO RECEIVE UPDATES OF COMMITTEES
a) Cemetery – Cllr Wray, attended and coming back as will require a few cuts to bring in line, taking a small cut at a time.
b) IDEA – AGM recently. Preparing for summer fayre but unfortunately Holbeach Mania holding event on same day. Cllr Hawkins arranged Lancaster fly over. Spoken with Wicksteed as a small amount of grant funding is available for another piece of equipment. Clerk asking if sufficient disabled equipment is in park when purchasing a new piece.
c) Library – opening on Matthew Flinders weekend, holding a mini museum of MF memorabilia.
d) Matthew Flinders Picnic in The Park – one grant received, unfortunately one refused. Both schools are going to be involved on the day.

55/24 TO DISCUSS PLANNING APPLICATIONS RECEIVED THIS MONTH.
H04-0199-24 Replacement windows to Thomas Cowley High School
H04-0205-24 Crossgate Farmhouse, Quadring Road – proposed 2 storey extension & alterations. – no objections
56/24 TO RECEIVE MEMBERS REPORTS
NB – request from resident, would it be possible to have a compost bin in the cemetery, for flowers. Problems could arise with rats as compost.
MR – thank you to Dejex for all work done in glasshouse.
GL – requests from public can some of the volunteers for Matthew Flinders weekend be kept in the future for the good of the village.
SH – transformer in Flinders Park – awaiting a report, it is high voltage too close to the ground with 11,000 volts and bare wires. Speaking with the owners of the adjoining business property, they are to repair fence, National Grid will be in contact with them and between them will sort the problem. Whilst speaking with the businessman they are looking into clearing area and asking who is responsible for dyke and pipes. Part Black Sluice part residential homes and SAM.

Further details for next round of consultations for pylons from Grimsby to Walpole.
