Minutes of the meeting held on Thursday 4th July 2024 at The Ruby Hunt Centre.
Present Cllrs Rollinson, Hawkins, Geaney, King, Lovell, Lunn, Stanley, Walsh and Wray. Clerk Diane Fairweather
PUBLIC FORUM
Margaret Wright from Flinders Founders advising she is to retire from her post and move out of the village. There is to be a public meeting and she will do all she can to try and have someone take over. It is hoped that there will be someone to carry on the group but is concerned of the commitment required. Chairman thanked her for all the work over the past years and agreed it would be difficult to replace Margaret, who is obviously on hand most of the time.
Flinders Founders is not a Charity but does have its own constitution, bank account, treasurer etc but needs someone at the helm to lead them forward.
TO RECEIVE UPDATES FROM DISTRICT COUNCILLORS
Chairman thanked Cllr King for getting leak on Church Street resolved in such a short time. Persistence obviously paid off.
Just for information, Matthew Flinders statue is to be cleaned, professionally, on Monday if people notice contractors around him.
Ward Walk updates from Highways - Barnsdales to Church Street This is a PROW site, has been forwarded accordingly.
Pathway from end of Hunter Way to end of Gleed Ave. Very overgrown there’s also a problem with road sinking at the end and associated flooding. Happy to meet anyone there to explain. This is a PROW site, has been forwarded accordingly. I will meet with you at this location when we meet next.
MF sign on A52 to get group to deal with hopefully before the weekends event. Chairman asked if they could also deal with the approach to the village with regard to rubbish in that area.
TO RECEIVE UPDATES FROM COUNTY COUNCILLOR
Cllrs Bingham and King pushing for the South Holland Pride team to come to the village, possibly the Friday before event, to clear rubbish, overgrown path edges, gutter sweeping, etc.
Chairman advised that whilst the gulleys had been cleaned on Bicker Road, they did not do area between and as soon as it rains the gulleys will fill again.

87/24 APOLOGIES were received and accepted from Cllrs Burdall & Harris and Dist Cllrs Bingham and Geaney.
88/24 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
Cllr King declared an interest in planning as Governor of Cowley Academy. Cllrs Rollinson and Stanley also in planning as Trustee of the Cowley Foundation.
89/24 TO RECEIVE NOTES OF MEETING HELD ON THURSDAY 6th JUNE 2024
Cllr Stanley advised of an incorrect initial on one of the names for street names. C. E. Taylor should read S. E. Taylor. Following this amendment they were signed as a true copy, to become minutes. Proposed Cllr Walsh seconded Cllr King.
90/24 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS
Contractors have begun to cut hedge in Hunter Way at the Church End. Will complete the remaining through to Gleed Avenue, next week.
Has been along footpath to the Northorpe but to no great improvement. Cllr Hawkins advised it is still quite dangerous. Clerk to speak again to contractors.
Chair felt unhappy that it is not being done by the people that should be doing it together with the Church Street to Church Lane and Queen through to Gleed Avenue.
Trees for Churchyard to be delivered this coming week.
91/24 TO RECEIVE UPDATES OF COMMITTEES
a) Allotment - dry
b) Cemetery – Cllr Stanley reported old cemetery to be satisfactory. Churchyard could do with a tidy up for the weekend.
c) Finance
i) Approve payments as per schedule – Cllr Hawkins commented on a couple of Proposed Cllr Walsh seconded Cllr King
ii) To Discuss cost of painting blue street furniture – lead times for paint would not be in time for the Matthew Flinders weekend and all agreed to obtain further quotations for the future. Cllr Walsh suggested confirmation required of what belonged to the Parish Council and needed to be on a maintenance programme going forward. Cllr King and Clerk to ascertain which furniture was PC and which Highways. Once ownership know a contract be drawn for future maintenance. Chairman had spoken with Clerk and as timescale was not within the Matthew Flinders weekend. Clerk to therefore ascertain what is PC’s and then obtain three quotes for works to bring to a future meeting.
d) Human Resources -
e) IDEA – Cllr Lunn, damage to camera, pictures have been sent to Police. 2 people involved, one named, already suspended from school, but parents not giving assistance. £250 cost of camera, £250 for GB works. Can an insurance claim be made. £500 excess, not financially viable. Chairman suggested putting on social media. As a public body PC is not allowed.
Work in play area completed, including repair of flooring.
ROSPA check due in August.
f) Library – library garden to be planted for the weekend. Getting a quotation for new hand gate
g) Matthew Flinders Picnic in The Park – Clerk distributed details of events, timings legal necessities. Service to be streamed in marquee from Church.
Couple of rides for children, free of charge. Traffic lights for A52 from yellow car park. Culminating in 12minutes of fire works, no spectators.
Paul Slater has requested if there is any funding for a fishing trophy. Inaugural match to be held on Sunday which is to be an annual event called the Matthew Flinders Cup. Party in The Park did not have the money but Clerk had passed on to MFBHH for assistance.
h) Planning –
H04-0529-24 Cowley Academy, replacement fencing and resurfacing of sports court.
H04-0486-24 – conversion of existing dwelling at land adjacent to 60 Northorpe Road
i) Red Cow Paddock – Cllr Wray had matter to be discussed in committee. Proposed Cllr Walsh seconded Cllr King
92/24 TO APPROVE REGISTERING POND WITH LAND REGISTRY
Clerk had received correspondence from Chattertons regarding the registering of the pond. On completing the lease with the new owners of the adjacent building realised the property had not been registered and suggested it needed to be. Deeds are held but not registered at Land Registry. Prop Cllr Walsh seconded Cllr King, clerk to sign documentation.
93/24 TO DISCUSS CAR PARKING IN MARKET PLACE.
Following a notice left on a business car for parking in the 30 minutes part for longer than that. Owner was not happy that Parish Council had not approached her. Cllr Lovell advised that this happens regularly by the same offenders. Chairman felt the main problem to be the business owners parking there, therefore taking a space for prospective customers. Reason for discussion was, should action be taken against a resident impersonating a Council Officer. Clerk to ascertain legally the correct action. Will speak with local PO for advice.
94/24 TO DISCUSS MEMORIAL BENCH FOR LITTER PICKER VINCE
Daughter of Vince initially would like a bench in the park for her Dad. Ideally would like a pink litter bin, being his favourite colour. Council had no problem with this as long as permanently fixed. Proposed Cllr Hawkins seconded Cllr Stanley.
95/24 TO RECEIVE MEMBERS REPORTS
MR – Terry from Mews Emporium had complained of the gate which has dropped and difficulty in opening. Clerk to ask tenant to obtain three quotes for remedial works and present to Council.
PL -Property adjacent to cemetery is now on market. He had put in a gate in cemetery roadway. Important that new buyers to be made aware this is not a right of way. There is also a tree overhanging the footpath that requires attention. Cllr King to speak with resident.
JS – had asked Richard Stanley to deal with moles in cemetery, which he agreed to. Chairman asked for him to commence, to be paid by the hour. All agreed.
