Details of the ANNUAL PARISH COUNCIL MEETING to be held at the Ruby Hunt Centre, Donington on Thursday May 202 commencing at 7.00 p.m.,
TO RECEIVE UPDATES FROM COUNTY COUNCILLOR
Cllr King - Four ward walks in the last year and arranging another one shortly, if anyone has any points to be raised, please let Clerk know. Trying to have Police do a couple of surgeries at the library again.
Cllr Lovell asking if gulleys on A52 can be cleared between Northorpe Road and Days Lane. Would be ideal if dealt with before MFBHH.
TO RECEIVE UPDATES FROM DISTRICT COUNCILLOR
Cllr Geaney introduced herself. There is a proposal for Road names in Donington.
Three names suggested for this area, Chair advised this is an agenda item on the Parish Council Meeting. Appeal to the Secretary of State regarding application off High Street. If appeal is won SHDC will have costs.
Cllr Bingham reiterated Parish Council and members of the public are entitled to make suggestions, if not rude or repetitive, but contractors do not have to agree with them.
Cllr King – also in communication with planning officer regarding naming of streets.

Present – Cllrs Lovell, Burdall, Geaney, Harris, Hawkins, King, Lunn, Slater, Stanley, Welsh, and Wray. Dist Cllrs Bingham and Geaney and eight members of the public
58/24 TO ELECT CHAIR and Completion of Declaration of Office. Cllr Stanley proposed Cllr Rollinson, seconded Cllr Harris. No other nominations Cllr Rollinson agreed and signed Declaration of Acceptance of Office.
Cllr Rollinson advised he prefers to have casual but formal meetings. Has a desire to move projects forward as they are taking too long to come to fruition. Is expecting matters to happen between meetings and if emails are send requiring an answer, please answer.
Particularly important two months leading up to MFBHH time to all work together towards that.
Chair reminded everyone meeting is recorded.

On vote six for Cllr Burdall, four for Cllr Harris. Cllr Burdall duly appointed.

in 2022 for a four year term.

64/24 TO APPROVE MINUTES OF LAST MEETINGS
Proposed Cllr Walsh seconded Cllr King to be accepted as a true copy.
65/24 TO RECEIVE CLERKS UPDATES
Lease on Red Cow lock Up signed.
Toilets will be open this week.
Churchyard – complaints from the churchyard clean up group that the grassed areas are looking poor after all their efforts to main area. Cllr Wray, as Chair of Cemetery maintenance, to speak with contractor.
Disabled Space signage. Other Parishes tend not to have the sign 1metre due to vandalism. It is only a legal requirement if it is Policed. Agreed to have the sign on wall.
66/24 TO DISCUSS STREET NAMES FOR DEVELOPMENT OFF MALTING LANE
Chair thought there was a list of suggested street names. Clerk advised planning do not very often ask before developers have put in ideas. Cllr Lovell mentioned the four house names at the school one of which is Bass. It was agreed to give Bass to the Council. Further names should be added to our list i.e. Wray and Robinson. Proposed Cllr Hawkins seconded Cllr Stanley.
67/24 TO RECEIVE UPDATES FROM IDEA
Summer Fayre on June 2nd, volunteers required for stalls please.
Problems again with youths drawing offensive graffiti. It has been reported and a crime
number issued. Chair asked for reason, Cllr King advised that this is what the Police have advised us to do. Have reiterated to Pollice we want action taken as pictures have been submitted and culprits are known.
June 10th Wickstead in to do repairs and replacements and children’s area will be closed for a short time.
Securing gates has been a problem, it has been repaired again and although suppliers say this should not happen may have to look at an alternative repair if it happens again as it must be kept safe for the children.
The litter pickers in the park comment on the amount of rubbish at the pergola. Would Council be prepared to purchase a new bin please? Glasdon are approx. £300, but new supplier Kingfisher have an ideal bin for £179.
68/24 TO RECEIVE LIBRARY UPDATE
Library is being a mini museum for the Matthew Flinders weekend.
Asset transfer – next meeting to peruse paperwork before submission but confirming work must be done before the Council take it over.
Cllr Wray if we had legal representation yet or Heads of Terms. Not reached that stage yet but will bring to Council when ready to submit.
Chairman asked if there is a set of accounts. These are in the Clerks finance report each month, but a Balance Sheet and Profit & Loss Report has been requested.
69/24 TO RECEIVE UPDATES FROM MATTHEW FLINDERS PARTY N THE PARK
Cllr Burdall advised we had received £2500 from District Councillors. A request from a fellow had been made to all District Councillors regarding the event and this was the result.
Most things booked. Putting letters out to businesses for assistance.
Chair asked Jane Pearson for an update on the service side. Road closures all in place. Joint meeting with Nicki and Diane early June to compare notes. Vastly over subscribed for requests in Church. JP now speaking with funeral directors. Meeting with Navy and Clergy again next week. Children from three schools are attending on Friday.
SHDC are to manage the press area on the day.
Chairman commented on how untidy the area in front of Magnum looked. Cllr Lovell advised the only people working on one of them was the Brownies. Very overgrown, needs spraying for weeds.
Cllr Harris – update on power supply. National Grid have confirmed it is not legal and they have agreed to due remedial works.
70/24 TO RECEIVE FINANCE REPORT –to approve payments as per schedule.
a)TO DISCUSS/APPROVE SUBSCRIBING TO THE LALC TRAINING SCHEME
One off fee which saves money on separate training sessions. Proposed Cllr Geaney,seconded Cllr Harris.
b)TO DISCUSS/APPROVE NEW LITTER BIN IN FLINDERS PARK
Proposed Cllr Geaney, seconded Cllr King.
Cllr Walsh reported it had been agreed to itemise a separate item for IDEA of £200 but it is not appearing on the report at present. Clerk to rectify.

71/24 PLANNING APPLICATION RECEIVED SINCE LAST MEETING H/04-0322 17 Church Street – proposed single storey extension. H04-0352-24 3 Flinders Road – proposed porch and rendering to front and side elevations. 72/24 TO RECEIVE MEMBERS REPORTSNB – Resident from Malting Lane complaining of speeding traffic. Replied. Resident advising that whilst Churchyard is now looking tidy, the older part of the churchyard is still very overgrown. SH – village notice board needs repair/staining. Can this be rectified. Bicker Wind Farm Trust, on the last twice the Board has met there have been no applications from Donington. Surely there must be groups out that that could use money. Chairman agreed this was disappointing. Applications are for energy efficiency projects. Church Hall, Young Dons, Pop In and Community Centre JK – lady from CSW was to attend tonight but could not. Were to request assistance from the Council to purchase equipment. Sixteen people signed up and training completed. Chairman asked member of public who advised there are less expensive equipment available if it is compatible with the Police specifications. Cllr King proposed to support this group, seconded Cllr Walsh. Chairman suggested they bring business plan to next meeting for further discussion. PL – overflow at pond. Resident asked if this could be dealt with. Cllr Lovell and Lunn went some years and Stephen Wright had confirmed it was theirs and he would deal with. Cllr Lovell asked if this work can now be done. May be difficult as it is believed the area has been sold. Cllrs Lovell and Harris to look. Hunter Way, I untidy and requires attention before 13th July. Chairman asked if it was Highways. Cllr Lovell stated it had not really had attention since the previous contractor retired. Cllr King to speak with Highways. Resident advised he would be willing to keep the area clean once it had been brought back to a tidy state. Cllr Wray advised he would be prepared to flail any areas that required attention. Recalls some time ago the Council purchased three trees to go in Flinders Park which were not used. Clerk advised they were still at the nursery. Cllr Lovell willing to plant them in the old part of the cemetery. GL – reiterating again the speed in Gleed Lane/Park Lane and High Street. Cars for sale again on the grassed area of the roundabout JS – potholes on A52 and Beech Grove – Cllr King reported they are to be done within the next few days. Liz Walker wanted to attend but could not and sent this via Cllr Stanley. She would publicly like to thank Eleanor Stephenson and Pam Huggett for setting plants. Also to thank Mark Rollinson, Ron Stephenson, Henry Bingham, and Phil Lovell. Also, thanks to Stuart Harris for repairing the irrigation system. Requesting if letters of thanks can be sent to these people.
Chairman agreed but felt the biggest thank you should go to Liz Walker.
CW – cars parking on grass at the top of Northorpe. This has been ongoing situation, and the personal approach would help.

23rd April to 17th June
Library statistics of footfall gradually increasing.
Updates from Cowley Primary Schools on stakeholder communications.
Received a request from Nik & Mix to have their sweet/dessert van in the Market Place. One night a week. Council has no objections.
Alpaca Communications advising there are in the preliminary stages of a Battery Energy Storage System in Bicker Fen. Cllrs Rollinson & Wray declared an interest.
