Minutes of the meeting held on Thursday 5th December 2024 at The Ruby Hunt Centre.

Present Cllrs Rollinson, Campbell, Harris, Hawkins, Geaney, King, Lovell, Lunn, Stanley, Walsh and Wray.  Clerk Diane Fairweather and 4 members of the public

PUBLIC FORUM
Resident commenting it is difficult getting out of the footpath at the end of the park.  Bollards either side and a railing for safety on the roadside.  Can Parish Council make representation to LCC to have bollards removed.  Chairman to investigate.  Report to Cllr King.

TO RECEIVE UPDATES FROM COUNTY COUNCILLOR
Cllr King – written comments.  Meeting with Highways regarding speed limit on A52 was unsuccessful in having it reduced to 40mph as per previously for Viking Link.  This was not agreed but Highways would approve a reduction to 50 mph which has now been passed.
Do Parish Council still require a refuge in the centre of the A52 near the A152 junction.  Proposed Cllr Rollinson seconded Cllr Stanley that Cllr King to advise Highways the refuge is still the wish of the Parish Council.

TO RECEIVE UPDATES FROM DISTRICT COUNCILLORS
Cllr Geaney – Advised of Road Closures. 
Appeal on land adjacent to 37 Northorpe Road has gone to appeal.  Rubbish collection in village missed, Cllr Geaney looking into reason for this, as some complaints that recycling bags were being collected with ordinary rubbish.
SHDC asking if you have comments regarding their budget, there is a link to do this.

118/24 TO RECEIVE APOLOGIES were received and accepted from Cllr King.

119/24 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 
None

120/24 TO RECEIVE DRAFT NOTES OF MEETING HELD ON THURSDAY 7TH NOVEMBER 2024– Were signed as a true copy, to become minutes.  Proposed Cllr Stanley, seconded Cllr Harris.

121/24 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS –   
CSW, to commence in 2025.
Twinning – main topic was expense.  The expenditure is primarily for visitors to and from Mauritius.  All agreed this is a wonderful idea, but it is a long-distance twinning.
Chairman to email contact previously instigated this.
Gate at Red Cow Lock up – no further action as it requires entrance to yard and tenants are not available.

122/24 TO RECEIVE UPDATES OF COMMITTEES
a)    Allotments - wet
b)    Cemetery – JS & PL met with contractor.  Immaculate at present.  Area has been sprayed and very tidy.  Cllr Lovell reminded the hedge requires laying once again.  
The hedge along right hand side on footpath requires attention.  Quite overgrown.  Contact current contractor.
c)    Finance – To Approve Payments.  Proposed Cllr Walsh seconded Cllr Harris.  Finance meeting arranged for 2nd January. 1pm before main meeting.
d)    Human Resources - ntr
e)    IDEA – Meeting with Arb Core in park for tree works.  Work to be completed by end of January for grant purposes.
Discussion regarding the magazine.  Cllr Lovell advised there used to be many adverts in the past which did pay for and make money on.  Unfortunately, so much is done through social media now and he wonders if there is a place for the magazine now.  Ask local businesses for assistance in advertising/donations.
f)    Library – £70 profit on stall at Christmas Market. Pushing now for a meeting with LCC regarding asset transfer.  Survey has been carried out for-heating system.  Boiler and radiators required.
g)    Planning – no applications received.
h)    Red Cow Lock Up – tree survey carried out

123/24 TO RECEIVE MEMBERS REPORTS  
MR – Paul Slater has unfortunately resigned from the Cowley Trust and is the PC representative.  Suggestion made for resident that also applied to be co-opted be approached as a representative.
NC - Received comments on poor state of trees in village and lighting poor for Christmas. Hoping to fund raise for new lights in 2025.  Cllr Lovell reminded Council Bloom had offered to take on the trees this year, but Clerk and Cllr King had already sorted 50% of trees and carried on.  Cllr Lovell now offering that Bloom are prepared sort and pack in an orderly manner for next year, confirming they do require attention and preparation each year before they can be put in place. Chairman suggested PC take Bloom on their offer.
Lights purchased for centre trees but found out at 11th hour new electric box did not have ordinary 3 pin plugs but was a 14amp commercial socket. Cllr Harris also unsure who the electricity belonged to.
Chairman asked who would be running the Christmas market in 2025.  Cllr Campbell feels the Parish Council should put more effort into Christmas as Donington is poor in relation to surrounding villages. Cllr Lunn felt there was more to be done for the Church as they felt forgotten this year.
Mr C offered to do Christmas in the Market Place in the future.
SH – Information on Bicker Wind Farm Trust, only one application from Donington, Bloom.  Seems shame other organisations are not putting applications in for funding.  Chairman feels more of the local groups should be advised of the funding.
DH – National Grid on corner of A52 and Northorpe Road.  Large infrastructure which is causing severe sight obstruction at junction.  Has mentioned to Cllr King to check if permission required/obtained.  This is a temporary construction.  
PL - One of which is for the weight restriction sign and the end of Mill Lane. Cllr Lovell concerned the request for weight restriction sign was discussed in October. 
Hunters Way, partially done, when is remainder to be done?
Complaints that farmer on Church Street (over A52) making grassed area a mess due to large vehicles.  Farmer will flatten and seed in spring.  Suggested double yellow lines.
Letter of thanks to Mel Burrell for structure at Arnhem Oak.  Red tulip bulbs have been donated which have been set around the oak.
National speed limit sign on A152 at Wykes Lane has been knocked down. 
GL - owner of Black Bull is wanting letter of support for Brown Tourism Sign.
JS - bollard at Matthew Flinders still bent.  Can anything be done? Clerk to investigate straightening. Cllr Lovell to speak to local contractor. 

124/24 TO RECEIVE CORRESPONDENCE
Chattertons, time to renew Red Cow Lease.  Parish Council agreed to renew for another year.
