Minutes of the meeting held on Thursday 7th November 2024 at The Ruby Hunt Centre.

PUBLIC FORUM
Mr C advises youths tried to set a fire in the wooded area at the Community Centre. A named bag was found after the event.
M Wright, attended with Jo Gisby who is to take her place on Flinders Founders. Whilst confident the Jo and Kayden, the young site manager, would cope with varying tasks was concerned there were no adult influence and wondered if the Parish Council could be that contact. FF already have Clerk’s details and Cllr Harris agreed to be a contact also.
TO RECEIVE UPDATES FROM COUNTY COUNCILLOR
Highway walkaround - Gully noted again as per the previous ward walk as was the signage for Mill Lane/Towndam lane, also branches on Railway approach also mentioned again.
Badgate yellow line will be reinstated, dropped kerb that was requested will be chased up a job was raised as per last walk we all thought it had been done.
On another note, I'm meeting waste services on Thursday regarding some more bins around the village, there is a new one on Towndam Lane. I will try to get them to do more regular litter picks along Browntoft.

113/24 TO RECEIVE DRAFT NOTES OF MEETING HELD ON THURSDAY 2024– Were signed as a true copy, to become minutes. Proposed Cllr King seconded Cllr Walsh.
114/24 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS –
Planning training – is full for 14th November but spaces for 12th December
Cemetery Contractor’s has at last contacted regard to a meeting.
Litter now in place in Flinders Park.
115/24 TO RECEIVE UPDATES ON TWINNING
Sheila Weldon, from Sleaford, is lady I have been speaking to, has invited me over the following week to look at their documents, plans, investigations etc.
116/24 TO RECEIVE UPDATES OF COMMITTEES
a) Allotments - damp
b) Cemetery – churchyard good. Old cemetery, really tidy now. Cllr Lovell reminded we were to have it sprayed. Will discuss at their meeting.
c) Finance – Finance Committee meeting discussed at length on Pc asset register. All assets appear to be in order. Only unknown financial commitments are tree maintenance in areas the PC is responsible for but cannot surmise costs for. To discuss in detail at precept meeting.
To Approve Payments. Proposed Cllr King seconded Cllr Walsh.
Lloyds are to make monthly charges going forward and Clerk is looking into banking with no charges. Cllr Wray asked if there is a need for all the separate accounts or one account but still reporting separate figures to PC.
d) Human Resources - ntr
e) IDEA – awaiting invoice for replacement CCTV. Fireworks good, unfortunately fireman had a call, so were let off by another party and too close together and didn’t last very long his year, but still made approx. £2500 profit. A suggestion that next year try a silent firework display.
f) Library – survey carried out by LCC for a new boiler and two new radiators. Clerk to receive a ‘book’ left to Donington from Swineshead Parish Council.
g) Planning –
H04-0840-24 retention of dwelling without complying with agricultural clause. No objections.
h) Red Cow Paddock topology report carried out now.
117/24 TO RECEIVE MEMBERS REPORTS
NB – Thank you to Mr C, for helping put poppies around the village.
PL – bolt missing from bench near Co-Op. Any progress on CWS. Still awaiting LRSP for to approve areas to be surveyed. Christmas lights. Bloom is happy to check trees and replace. Half have been checked already and glued together. Cllr King and Clerk to carry on.
GL – Black Bull requesting a letter of support from PC for a Brown Tourism sign.
JS – several complaints from residents regarding grassed area adjacent to A52 with farm machinery. Contractor asking permission to cut back some of Hunter Way as she is working in an adjacent property.
SH – requesting updates from Viking Link. Nothing further received.
