Minutes of the meeting held on Thursday 5th September 2024 at The Ruby Hunt Centre.

Present Cllrs Rollinson, Harris, Geaney, King, Lovell, Lunn, Walsh and Wray.  District Cllrs Bingham and Geaney. Clerk Diane Fairweather and 3 members of the public

PUBLIC FORUM
Chairman advised meeting is being recorded
Resident of Church Street requesting that double yellow lines are not extended.  Observing on a regular basis proofed that when cars park there, other vehicles must slow down, when no cars there, they speed.

TO RECEIVE UPDATES FROM COUNTY COUNCILLOR
Cllr King – central refuge on A52 Church Street is being discussed, speed limit will not be reduced to 40 mph.
Resident concerned regarding double yellow lines. Public consultation had been sent to all households affected.
Church Street – extension of double yellow lines, mainly to many houses not having off street parking. Ask if traffic calming could be in the area? Perhaps something for Community Speed Watch to pursue once running.
Mill Lane/Towndam Lane sign, work number has been issued.
Issues with double and school lines at primary school are to be updated.
Market Place – street furniture.  Bollards and railings are LCC.  They do not have schedule for painting on regular basis.  Will only be dealt with when urgent. 

TO RECEIVE UPDATES FROM DISTRICT COUNCILLORS
Cllr Bingham – update on planning with regards to changes from Government, will not happen in South Holland as targets are hit already.  May suggest a revised Local Plan, if over 5 years old.  Current one is to 2036.
Cllr Geaney – Council is looking at public space protection order.  Dog walkers on public land, not clearing after their pets.  Consultation for public to complete.  All agreed nice idea, but policing would be the problem.

97/24 TO RECEIVE APOLOGIES were received and accepted from Cllr Burdall, Hawkins and Stanley.

98/24 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 none

99/24 TO RECEIVE DRAFT NOTES OF MEETING HELD ON THURSDAY 1ST AUGUST 2024– Were signed as a true copy, to become minutes.  Proposed Cllr Lunn seconded Cllr Walsh.

100/24 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS –   
CSW – group to meet to organise a rota of when and where.  CSW identity initial areas and then group can add more.
Churchyard – Contractors will do nettles for £5 per cut. Council would still prefer for them to treated with pesticide.  Clerk had only asked for new footpath to be included.  Old part of cemetery requires attention too.  Member of public is willing to continue working in the churchyard, as previously.
Red Cow Lock Up – Terry advised would be difficult to get three quotes.  He will look at the cost of a replacement wheel and let us know.
Cllr Harris mentioned return of railway.  Cllr King is to have a meeting shortly and will give an update.

101/24 TO RECEIVE UPDATES OF COMMITTEES
a)    Allotments - dry
b)    Cemetery – PL Churchyard and cemetery looking good.  Although minuted last meeting regarding the old cemetery nothing had been done. As agreed, should now be dealt with. New cemetery – gate requires attention as dropped and difficult to open.  SH to look.  GL mentioned nettles also adjacent to wall.  Cannot be sprayed as wildflower seeds planted there.
c)    Finance – proposed Cllr Walsh, seconded Cllr King to agree payments as per schedule.
d)    Human Resources - nothing
e)    IDEA – GL dog owner allowing dog in children’s play area which is not allowed.  Only one dog warden in South Holland to enforce. Cllr Burdall mentioned funding for new park sign.  GL confirmed there are signs for the park.  Cameras – GB are wanting to replace broken camera at a cost of £460. No money received from Newsletter now.  Clerk confirmed the misconception that profit from the magazine will still go to IDEA.  Suggestions made the camera should be placed higher, but it then is blocked by the pergola.  GL asking if there is the possibility of having any of the Section 106 monies?  RoSPA completed, with comments which should have been corrected by Wickstead with new equipment.  MR asking if more 106 monies are available.  HB advised that Parish Council must submit business plan explaining what money is required for.  Alternatively, any application for ‘a particular piece of equipment’ can also be successful. Library, public open space, CCTV are all plausible projects.  Some Parish Council’s go directly to the developers.
f)    Library – meeting not held with LCC, so will update as and when more known.  Footfall in library increasing.  Ideal opportunity to put together a business plan in preparation.
g)    Planning –

H04-0743-24 120 Quadring Road – convert outbuilding to annexe
H04-0744-24 amendments to original plans
h)    Red Cow Paddock – nothing further to report
Appeal for Magnum development has been refused.

102/24 TO RECEIVE MEMBERS REPORTS  
SH – duck pond problem.  SAM have a plan of underground piping.  Cllr Harris to speak with owner to speak on matter.
JK – dyke running along back of park is not flowing as blocked and smelling.
PCC had asked if a representative from PC could read the names of the fallen.
PL – Donington in Bloom – reforming as there is a group prepared to continue. Can money originally given by DIB when they folded be kept for them.  No concerns from Council
2018 it was agreed a Tommy would be purchased for Remembrance Day.  Nothing had come to fruition, Cllr Lovell felt it was the time to purchase one.  Many different designs now.  Also advised new street post poppies are required as many damaged last year.
GL – Mauritius have been in contact with Jane Person as they are wanting to twin with Donington.  Agreed a good idea.
