August 2024 Minutes

Minutes of the meeting held on Thursday 1st August 2024 at The Ruby Hunt Centre.

Present Cllrs Rollinson, Burdall, Harris, Hawkins, Geaney, Lovell, Lunn, Stanley, Walsh and Wray.  Clerk Diane Fairweather and District Cllr Geaney. 5 members of the public.

PUBLIC FORUM
Mick Clarkson wanted to say well done to everyone involved with the planning of Matthew Flinders Day.  Paul Slater asking what measures the PC are planning to ensure support is given in the future of the skate park.  The Parish Council agreed it would still support the Group.

TO RECEIVE UPDATES FROM COUNTY COUNCILLOR
Cllr King had given an update of ward walkaround.  H.G.V. sign at Towndam Lane end of Mill Road will require additional action as it is not an ordinary sign.  
Cllr Geaney reported double yellow lines and signage has been completed near the school area.  
Cllr Lovell had received a complaint from a resident regarding double yellow lines not being outside of his property.  Chairman to speak with Cllr King.

TO RECEIVE UPDATES FROM DISTRICT COUNCILLORS
Cllr King – play event organised by South Holland District Council had taken place in the park today and had been a total success with good footfall.
Cllr Geaney – reminded everyone of the survey for wheely bins in the District must be completed by as many people as possible.  Comes into law in 2026 regarding the sorting of varying different kinds of recycling products, which South Holland are trying to implement currently also.
Had discussions with the Monitoring Officer – regarding Community Safety Partnership.  All Councils should have had a letter of invitation for Councillors to attend a meeting to have their say.  Donington had not received the invitation.  Cllr Geaney to forward invitation on.  Chairman asked if he could be copied into future correspondence.

97/24 TO RECEIVE APOLOGIES were received and accepted from Cllr King.

98/24 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 
None

99/24 TO RECEIVE NOTES OF MEETING HELD ON THURSDAY 4th JULY 2024– Were signed as a true copy, to become minutes.  Proposed Cllr Walsh seconded Cllr Geaney.

100/24 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS – 
Community Speed Watch Gun is expected within the next two weeks.  Another training course available if anyone interested. 
Notice placed in car window for parking.  Clerk had taken advice from Police.  It is only an offence to impersonate a Council Officer if there is financial gain. 
Tree in cemetery foot path – Cllr King had asked, and the tree was removed the day after meeting.

Cllr Stanley had asked mole catcher who had suggested £50 initial start up costs as he would have to purchase traps.  Thereafter £10 a mole.  Will not be able to commence until after September.  

102/24 TO RECEIVE UPDATES OF COMMITTEES
a)    Allotments - dry
b)    Cemetery – two officers checked.  Old O.K. Churchyard requires a cut.  Around new pathway require attention.
i)    To Discuss Future Maintenance of Old Churchyard
Cllr Lovell felt it required attention on a regular basis.  Historically the PC had never been responsible for this area.  Cllr Wray asked if the PC wanted to increase their commitment.
Proposed at £500 maximum cost, to employ existing contractor to maintain the old part of the churchyard.  Seconded Cllr Hawkins.  Unanimous.
Cllr Lovell advised tree taken down on old cemetery pathway still require removing.  Chairman to take a look.
c)    Finance – To Approve Payments – Proposed Cllr Walsh seconded Cllr Rollinson.
i) To Discuss Future Maintenance of Assets in the Parish – Cllr Walsh requesting and proposing formal agreement from the PC to check maintenance of Assets. Seconded Cllr Harris. Unanimous.
d)    Human Resources - NTR
e)    IDEA – contacted PCSO regarding camera, two incidents.  An Anti-Social Behaviour Order had been issued.  Cllr King to request GB to heighten level of cameras.  Obviously, a cost attached.  Interim report for UKSP grant.  Tesco contacted to advise date for groups had been extended.
A few members are leaving, and numbers are therefore depleting.
f)    Library – Asset Transfer meeting last week of August.  
g)    Matthew Flinders Picnic in The Park – Chairman reported it was a fantastic weekend both Church Service and Party in The Park.  Cllr Burdall advised there was a small amount of money left and it is hoped to raise sufficient money to have iron signage.  Would need to be on pole for height of emergency vehicles.
h)    Planning – only tree works, and design works off Malting Lane.  Cllr Hawkins advised North East Lindsey have announced the increase of properties required.  Donington already at its figure for the Local Plan 2026.  Government is rethinking planning as a whole.
i)    Red Cow Paddock no quotations received for entrance gate.

103/24 TO RECEIVE MEMBERS REPORTS  
MR – now Flinders event over, would like to bring all old projects up to date/completed.
DH - small problem of tractors drivers with trailers in Northorpe drinking with eyes not on road.


SH – duck pond is one of PC assets.  No progress with drainage and flooding.  Unfortunately, should have been sorted when GB had suggested it.  Cllr Harris to ask question of owner of SAM.
Is fishing allowed in the pond? As it had been witnessed a couple of lads fishing over the fence. Put a ‘No fishing allowed’ sign there.
PL – footpath near school playing field had overgrown trees.  Clerk to report to Highways.
Resident complaining of cars parking on corner of Northorpe Road.
If Donington is to continue with Bloom it will cost approximately £2,000 for 2025 for initial start up costs.  Always grant funded in the past.
GL – Jane Pearson has received many comments of congratulations regarding Matthew Flinders weekend.  
JS – had asked a long time ago regarding double yellow lines outside G Holts in Church Street.  Cllr King has mentioned this on every occasion she has walk around but Highways will not do as they do not believe it necessary.  Cllr Burdall suggested obtaining public support for Highways.  Cllr King to ask again.  A site for the Community Speed Watch team.

104/24 TO RECEIVE CORRESPONDENCE
Paul Slater has asked if PC has a plan to continue to support Flinders Founders.  Meeting has not taken place.  Playing Field is our land and will support them in future as now.
