Minutes of the meeting held on Thursday 2 October 2025 at The Ruby Hunt Centre.

PUBLIC FORUM
Question raised regarding the progress with twinning, no update at present, to be followed up for the next meeting. Requested update on zebra crossing, confirmed it is in hand with the County Council and the road safety partnership are aware. Christmas lights and speed awareness signs raised to be covered under the agenda items.

TO RECEIVE UPDATES FROM COUNTY COUNCILLORS
A52 speed limit is still 50 mph, meeting planned in the next week for Cllr J King to discuss with the County Council with a view to a further reduction in the speed limit. There will be a pedestrian refuge area on A52 in the village, but no timeframe given.
Lines due to be repainted in the marketplace car park and markings for motorbike parking area in the marketplace to be undertaken by the County Council, no time frame at the moment. Asset transfer paperwork for the library has been submitted but no update at the moment from the County Council.
87/25 TO RECEIVE APOLOGIES were received and accepted from Cllr N Campbell, Cllr S Walsh, and Cllr K Geaney.
88/25 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
Cllr M Rollinson for Meridian Solar Farm planning application and Cllr C Wray for planning application. Cllr G Lunn has joined the Christmas Lights Committee and therefore declared an interest in relation to the agenda item for the Christmas Lights.
89/25 TO RECEIVE DRAFT NOTES OF MEETING HELD ON THURSDAY 4 SEPTEMBER AND EXTRA ORDINARY MEETING HELD ON TUESDAY 16 SEPTEMBER 2025– Were signed as a true copy, to become minutes. Proposed Cllr C Wray seconded Cllr S Harris.
90/25 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS - confirmation that the .gov.uk emails are now all set up. These will soon be sent to the Cllrs, who will need to set their passwords which will be placed in sealed envelopes and kept by the Clerk.
91/25 TO RECEIVE AN UPDATE ON MOTORCYCLE PARKING IN THE MARKETPLACE
Proposed to provide signage on the floor in the marketplace car park to indicate the area where motorcycles can park. Examples of designs for the signage have been sent to the Highways department to request they undertake the work. Proposed Cllr P Lovell seconded Cllr D Hawkins.
92/25 TO DISCUSS THE LEAKING ROOF ON THE PUBLIC TOILETS
The flat roof to the toilet has deteriorated and requires replacing/repairs. Details provided to the Clerk of 3 companies that could provide quotes which are reliable for this type of work. Quotes to be obtained in order to progress the work.
93/25 TO RECEIVE AN UPDATE ON THE ASSET TRANSFER OF THE SKATEPARK
Received a letter from the Chair of Flinders Founders Jo Gisby requesting a meeting regarding the Skatepark. RoSPA report states that 2 pieces of equipment require repairs. Flinders Founders intend to use grant funding to fund the repairs so there are no cost implications for the Parish Council. Cllr M Rollinson to contact Cllr Bingham for an update on the skatepark asset transfer process.
94/25 TO DISCUSS THE SPEED AWARENESS SIGN FUNDING
Approximately 16 speed warning signs where erected a number of years ago in the village as a requirement before the reactive speed signs could be installed. The reactive speed signs are expensive to purchase so consideration will need to be given to any grants that are available to fund the speed awareness signs. Cllr J King to discuss with the Highways department regarding the criteria and process for obtaining permission from Highways to install the reactive signs. Cllr S Harris to check funding opportunities with the trusts.
95/25 TO DISCUSS HEDGES AT THE NEW CEMETERY AND HUNTERS WAY
Discussed the need for the hedges to be cut back down to an appropriate height. Quotes to be obtained and suggested the work needs to be undertaken in the winter months. Proposed Cllr P Lovell seconded Cllr C Wray.
96/25 TO RECEIVE UPDATES OF COMMITTEES
a) Allotments/Cemetery – old cemetery at the back of the church needs to be sprayed after a further flail. Tidying up and cutting back around the lime trees is required both works need to be added to the schedule of work for the contractor.
b) Finance –
i) Donation to the Royal British Legion of £100 for Remembrance Day. Proposed Cllr J King seconded Cllr D Hawkins.
ii) Donation to the Christmas Light Committee - £200 donation, Proposed Cllr C Wray seconded Cllr D Hawkins.
iii) To approve payments – Proposed Cllr S Harris seconded Cllr J King.
c) Human Resources – nothing to report.
d) IDEA – Fireworks display Monday 3 November. Parish Council to arrange insurance cover for the event.
e) Library – scarecrow competition increased numbers visiting the library.
f) Planning –
i) H04-0840-25, Photovoltaic Solar - modification in Condition 13 regarding construction traffic. Resolved that Cllrs make comments as individuals if they wish to rather than as a Parish Council.
ii) H04-0860-25, 1 Cowley Cottage Ing Drove- proposed single storey side extension. Resolved that Cllrs make comments as individuals if they wish to rather than as a Parish Council.
iii) H04-0799-25, Certificate of Lawful use, Hawthorns. Email received from the Planning Department advising that the recommendation was a refusal of the application, pending management sign off.
g) Red Cow Paddock – recently broken into. Damage to the gate above the lock. Resolved not to progress repairs at this stage and Cllr Rollinson to call owner to arrange a meeting to discuss the access issues.
97/25 TO RECEIVE MEMBERS REPORTS
SH – investigated the accessibility issues at the cemetery gate. Suggested that alterations are made to the “kissing gate” and hinge to provide wider access. Confirmed that the “kissing gate” is Lincolnshire County Council’s (LCC) responsibility. Cllr P Lovell to check and take measurements and Cllr J King to speak to contact at LCC regarding the alterations.
PL – Requested contribution of £100 from the Parish Council towards a memorial plaque in memory of Liz Walker, Founder of Donington in Bloom. Proposed Cllr P Lovell seconded Cllr J Stanley. Raised the damaged cap on the bollard near the marketplace car park. Clerk has emailed the supplier regarding a replacement and is awaiting a response.
JS – Provided bill for mole pest control for the cemetery.
CW – raised broken light near butcher’s shop, flashing on and off. Cllr J King confirmed it has been reported to LCC.
MR - Cllr Rollinson raised issue regarding lack of health facilities in the village. Raised possibility of getting outreach surgeries during the week in the village. Clerk to investigate with NHS/ Primary Care Trust and any potential Section 106 development funding. Cllr J King offered to support with the project.
