Minutes of the meeting held on Thursday 5th June 2025 at The Ruby Hunt Centre.
Present Cllrs Rollinson, N. Campbell, S. Harris, K. Geaney, J. King, P. Lovell, G. Lunn, J. Stanley and C. Wray. Clerk Diane Fairweather New Clerk Claire Proudfoot.
PUBLIC FORUM
Member of Christmas Lights and Market Committee. Asking for permission to use Council Market and Car Park for Christmas Market and lights. Chairman suggested attend next meetings with list of requirements for agenda item next month.
Mr Clarkson requesting updates on Community Speed Watch and speed activation signs.
Joe Gisby, Chair of Flinders Founders, attended to give updates on skate park. There is significant damage to ramps which rendered the park closed for safety purposes. Wicksteed approached for ROSPA inspection but cannot be carried out for 16 – 20 weeks. This time can be reduced if an additional payment made. Clerk to ascertain if any other company could carry out report sooner. Monthly maintenance bills to be paid by PC. Copy invoices provided.
FF are also wanting to complete the fencing on boundary and crown reduce trees. There is grant funding available, but they still have money to be spent from a previous application. Clerk advised another round of UKSP funding is to be launched on 9th June.
TO RECEIVE UPDATES FROM COUNTY COUNCILLOR
Walk round imminent. Will give details of date for Councillors to report.
Bollard received for Matthew Flinders, will be fitted within the month.
Looking favourable for a central station on A52.
Chairman introduced the new Clerk, Clare Proudfoot, to the Council. Clare works in local Government at North West District Council level in another County.
45/25 TO RECEIVE APOLOGIES were received and accepted from Cllrs Hawkins, Welsh and District Cllr Geaney.
46/25 TO RECEIVE DECLARATION OF INTEREST UNDER THE COUNCIL’S CODE OF CONDUCT RELATING TO BUSINESS ON THE AGENDA

47/25 TO APPROVE HR RECOMMENDATIONS FOR NEW CLERK
Following a successful interview it was proposed Cllr Harris, seconded Cllr Rollinson. Unanimous.
48/25 TO RECEIVE NOTES OF THE LAST MEETING HELD ON 1st MAY 2025– Were signed as a true copy, to become minutes. Proposed Cllr King seconded Cllr Stanley.
49/25 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS –
New lock in situ at cemetery.
Residents adjacent to cemetery contacted Clerk but were advised that the correspondence sent was the last communication the Parish Council would be involved with.
Advertised Community Speed Watch again on a couple of social media pages. No response.
Contractor booked for cutting hedge on cemetery roadway for late August.
Clerk is having difficulty in obtaining a contractor for remedial works on Red Cow lock up gate. Cllr Harris to take a look.
Survey on trees imminent, new cemetery completed, going around old cemetery.
50/25 TO DISCUSS/APPROVE GENERIC.GOV.UK EMAILS
In line with communications from the Internal Auditor, it will, within two years, become mandatory. It is purely for the safety and security of personal emails. PC purchases a domain name ie: doningtonpc@gov.uk at an approximate cost of £150. Grants available towards initial set up cost.
Proposed Cllr Geaney, seconded Cllr Harris Donington to proceed. Unanimous.
51/25 TO RECEIVE UPDATES OF COMMITTEES
a) Cemetery – Allotments – all grounds have been recently cut. Cllr Lovell wished to thank resident for cutting overgrowth on footpath from cemetery to Northorpe and Hunters Way. Old Churchyard now to be flayed, sprayed and sown with wildflower seeds. Proposed Cllr King seconded Cllr Stanley. Bloom have planted containers for cemetery. Also, two self-watering planters on railings this year also.
b) Finance – To Approve Payments. Proposed Cllr King seconded Cllr Geaney.
c) Human Resources – nothing to report.
d) IDEA – Summer Fair successful. Gazebos purchased which proved better than old stalls. £327 profit. Next event fireworks 3rd November. RosPa check due. Chairman suggested it may be cost effective to have the Flinders Park and skate park inspector at the same time.
e) Library – meeting with LCC, regarding asset transfer, organised. Group contacted Cllr King to clear area. A proposed ‘Man Shed’ group willing to take on clearance of the site with potential of nature area, allotments.
f) Planning – no applications received.
g) Red Cow Paddock – awaiting application to planning.
52/25 TO RECEIVE UPDATES OF TWINNING
Chairman to push for update.
53/25 TO RECEIVE MEMBERS REPORTS
NC – resident requesting if any trees are to be planted on phase 2 at Cowley Park. Planning would not have been approved without them.
SH – Bicker Wind Farm Trust held meeting. Funds with Skate Park which needs to be spent before September, or it will have to be returned.
PL – Bloom baskets this year have reservoirs which should make watering easier.
Cllr Lovell moved some of the outlying hanging baskets within the village area.
JS – request for family burial information in old Churchyard. A request received but information is not complete due to church records being lost. Invoice for moles.
