PUBLIC FORUM
Christmas Market event confirmed to have 24 attractions. The event organisers confirmed that there is public liability insurance in place and a copy will be sent to the Clerk. Chair thanked the event organisers for the all the work towards the event.
TO RECEIVE UPDATES FROM DISTRICT COUNCILLORS – Cllr M Geaney provided information in relation to a licensing appeal involving South Holland District Council regarding a person that was unable to enter a shop due to their previous convictions. The shop owners tried to appeal against South Holland District Council for not allowing the person to be on the license. South Holland won the appeal.
TO RECEIVE UPDATES FROM COUNTY COUNCILLOR – Line markings in the Car Park will take place in the new year. Cllr J King has a meeting arranged on 14 January 2026 on site to discuss what is required in relation to the new motorcycle parking spaces.

118/25 TO RECEIVE AN UPDATE ON THE ACCESS FOR THE CEMETERY GATE
Cllr Lovell visited the site with a contractor to agree a design and obtain a quote. The contractor will provide a quote in the next few weeks. Resolved to proceed if the quote is under £500. Proposed Cllr S.Walsh seconded Cllr S. Harris.
119/25 TO RECEIVE AN UPDATE ON THE ASSET TRANSFER OF THE SKATEPARK
Clerk submitted the expression of interest email to Cllr Bingham. Cllr Bingham confirmed there is no further update, but the matter is being progressed at South Holland District Council.
120/25 TO RECEIVE AN UPDATE ON THE SPEED AWARENESS SIGN FUNDING AND INSTALLATION CRITERIA
Resolved to discuss the costs and number of signs at the next finance meeting. Resolved to conduct a resident survey via social media to ascertain level of support for installing the speed awareness signs and bring the results to the January meeting. Proposed Cllr C Wray seconded Cllr S.Walsh.
121/25 TO RECEIVE AN UPDATE ON THE PARISH COUNCILLOR VACANCY
The closing date for applications is 15 December. An advert was placed on the parish notice board and through social media. 7 enquiries for the application pack were received to date.
122/25 TO RECEIVE UPDATES OF COMMITTEES
a) Cemetery – cemeteries are all looking good. The Old cemetery has been flailed. Spraying to prevent the weeds will need to take place in May to ensure snowdrops are not affected. Cemetery contract renewal is March so that will be an opportunity to add any additional works for the renewal quote process.
b) Finance – to approve payments, proposed Cllr S.Walsh seconded Cllr J. King. Resolved to move the date of the finance meeting as a number of apologies had been received from the finance committee.
c) Human Resources – no updates
d) IDEA – Firework incident is being dealt with through the insurance company. Waiting for Awards for All to fund a container and to carry out repairs to the play equipment.
e) Library – obtaining quotes to clear the vegetation at the rear of the building. Work still on going with the asset transfer. Numbers using the library are increasing. Santa run event planned in the library on 20 December.
f) Planning - PE-00334-24 Grimsby to Walpole - Targeted Consultation no comments required.
g) Red Cow Paddock – no updates
123/25 TO RECEIVE MEMBERS REPORTS
NC – raised concerns regarding the Peacock premises and that a number of people have commented about the condition and sightings of rats. Cllr J. King confirmed that officers from the Council have visited a number of times.
SH – attended the Bicker Wind Farm Trust meeting, highlighted that no one from the Donington Community has asked for any funding from the Trust. Other local areas have benefited i.e. Gosberton, Heckington, Kirton and Great Hale.
PL – raised the issue of the 7.5T weight limit sign for the village that had not been provided. Cllr J. King will raise with Lincolnshire County Council Highways and provide an update.
GL – requested that the remembrance book form is provided to the undertakers so families are able to complete it and the information can be included in the book of remembrance in the Church.
SW – requested as part of the next ward walk that the parking outside Little Pickles on Malting Lane, be reviewed to avoid the road from becoming blocked.
