ANNUAL PARISH COUNCIL MEETING

Minutes of the meeting held on Thursday 3rd April 2025 at The Ruby Hunt Centre.

 

Present Cllrs Rollinson, N. Campbell, S. Harris, D. Hawkins, K. Geaney, J. King, P. Lovell, G. Lunn, J. Stanley, S, Walsh and C. Wray.  Clerk Diane Fairweather.

 

 

34-25 ELECTION OF CHAIR and Completion of Declaration of Office

Cllr Stanely proposed for Cllr Rollinson to continue for a second year, seconded Cllr Hawkins. Declaration duly signed.

 

35-25 Apologies

Apologies were received and accepted from Cllr Campbell

 

36-25 To Receive DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011.

None

 

37-25 Election of vice chair

Cllr Lovell proposed Cllr Harris, seconded Cllr Stanley.

Cllr King proposed Cllr Campbell, seconded Cllr Walsh

Cllr King proposed a silent vote, seconded Cllr Walsh.

Vote equal, Chairman gave casting vote and elected Cllr Campbell.

 

 38-25 ELECTION OF PARISH COUNCIL REPRESENTATIVES 

4 Cowley Foundation Cllrs Campbell, Stanley, Wray and Eleanor Stephenson. Chairman to investigate as Cllr Walsh should be one the representatives.

2 Trustees Millson Charity Cllr Stanley & Walsh.

4 Trustees Poor Lands Charity Cllrs Lovell, Stanley & Wray

Trustee Unknown Donors Charity Cllrs King, Lovell & Stanley

Idea Representatives  Cllrs Hawkins, King & Lunn.

39-25 ELECTION OF PARISH COUNCIL COMMITTEE REPRESENTATIVES

Allotments – Cemeteries – Chair felt it would be beneficial to join these two committees as the allotment Committee do not have meetings, and the representatives are the same. All agreed. Cllrs Geaney, Lovell, Stanley & Wray

Finance Campbell, Harris, Lunn, Welsh

Human Resources Cllr Geaney, Harris, Hawkins.  Chairman felt there should be a female representative.  Cllr Lovell proposed Cllr Stanley, second Cllr Hawkins.

IDEA Cllr Hawkins, King & Lunn.

Library Cllr Hawkins, Lunn, King & Hawkins.  Clerk, although retiring, also to be co-opted.

40-25TO RECEIVE NOTES OF LAST MEETING HELD ON 3rd APRIL 2025

Proposed Cllr Stanley seconded Cllr King to sign as a true record.

 

41-25 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS

Hunter Way, complaints still being received from residents in Church View Close regarding overgrown hedging.  Contractor has been done.  Cllr Lunn advised the cuttings have been put in the dyke and not taken away.  Clerk had advised the contractor to do this as it will compost down.

Refund for speed gun.  Chairman disappointed that it has been some time since 14 people did the training and now no-one is coming forward to carry it through.

Advertise again as, information regarding the people that had completed the training was not available from LRSP.  Clerk to advertise again.

Plaque for VE day has arrived and been paid for by Parish Council.  Cllr Lovell confirmed it will be mounted in time for VE Day.

A book about these events, written and signed by the author has been donated to the library.

Bollard on footpath to Towndam Lane – Cllr Walsh proposed no further action to be taken as there is an alternative route, seconded Cllr Stanley

 

42-25 TO RECEIVE UPDATE OF TWINNING

Chairman to investigate for updates, as nothing received for some time..

 

43-25 TO RECEIVE UPDATES OF COMMITTEES

Allotments – Cemetery. Churchyard in need of cut as it is flower festival.  Old part of cemetery is not looking clean but it is too soon to spray at moment.  Can Clerk book for hedge on right hand side of cemetery pathway to be cut back to same height as hedge on other side of path, in readiness of 1st September. Proposed Cllr Lovell, seconded Cllr Wray.  Trees in old cemetery looking healthy.  Cemetery Lock appears to have gone missing.  Replacement required, Cllr Wray to obtain one.  Combination lock.  Cllr Lunn had reported ‘weird’ drawings of symbols on trees in cemetery.

Finance – Approve Payments as Per Schedule.  Proposed Cllr Walsh, seconded Cllr Harris.

Human Resources – Applications for replacement Clerk.  Agreed to meet to select candidates for interview.  7th May 2pm at Library.

IDEA – preparing for Summer Fayre.  Event covered by PC Insurance.

Library – all work is now completed.

Planning – H04-0358-25 Thomas Cowley School, work to gymnasium

Red Cow Lock Up – surveys completed.

 

44-25 TO RECEIVE MEMBERS REPORTS

DH footpath from cemetery towards Northorpe requires attention again.

CW complaints of buses travelling along Church Street.  Nothing can be done as PSV are not restricted by weight restrictions.

JK – dropped kerb now completed in Badgate.

MR – Caravan on plot in Browntoft Lane, looking if will be inhabited.  Complaints on Mill Lane.  Reported.

SH – Skate Park issue taken in closed session, as equipment damaged and not being closed to public.  Concerns over legal responsibility.
