July 2025 Minutes


Minutes of the meeting held on Thursday 3rd 2025 at The Ruby Hunt Centre.

Present Cllrs Rollinson, D. Hawkins, K. Geaney, J. King, P. Lovell, G. Lunn, J. Stanley, S, Walsh and C. Wray.  Clerk Diane Fairweather and new clerk Clare Proudfoot.

PUBLIC FORUM

Jo Busby, Chair of Flinders Founders attended to provide updates regarding the skate park's condition, repairs, and safety concerns raised by the community. Heras fencing has been installed around the damaged ramp to allow reopening, but it has been repeatedly removed by children. Two repair quotes received. Daily checks on fencing are ongoing and fencing reinstated and photographs taken to record the fencing in situ.
Discussion regarding a rumour about potential housing development on the skate park land, but Council members reassured the community about current lease protections. Cancellation of planned summer events due to safety concerns.

A local young volunteer aged 17 has secured public liability insurance to cut grass. There is funding from Triton Knoll that must be allocated by the end of September for fencing clearance to facilitate repairs. Joe is exploring the possibility of applying for additional grants to fund park repairs such as the next round of the UKSP funding.

Ward walk in the process of being arranged. 

55/25 √TO RECEIVE APOLOGIES were received and accepted from Cllr N Campbell, Cllr S Harris, Cllr S Walsh, and District Cllr M Geaney.

56/25 TO DISCUSS PROPOSALS FROM THE CHRISTMAS LIGHTS GROUP
Asking for permission to use Council Market Place Car Park for Christmas Market and lights. 6th December from 3pm-7pm. Council granted permission.

57/25 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE COUNCIL’S CODE OF CONDUCT RELATING TO BUSINESS ON THE AGENDA 
None

58/25 TO RECEIVE DRAFT NOTES OF MEETING HELD ON THURSDAY  2025
Were signed as a true copy, to become minutes.  Proposed Cllr J Stanley seconded Cllr J King.

59/25 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS –   
Clerk has registered for the .gov.uk emails for all Parish Councillors. These will be Donington-PC. These are awaiting approval by the government office which can take up to six weeks.
Red Cow Paddock repair quote received which is expensive £1,800. Further quote to be obtained by Cllr P Lovell. 
Key required from tenants of the Red Cow Paddock so works can be undertaken.
Delegate authority to Chair and Clerk to proceed with repairs under £1,000. Proposed Cllr C Wray seconded Cllr J King. 

60/25 TO RECEIVE UPDATES OF COMMITTEES
a)    Cemetery/Allotments – Clerk has chased the contractor to flay the old churchyard.
b)    Finance – Toilet attendant, clerk to ask hours worked per week to re-assess wages. Agreed to obtain a key safe for all the Parish Council keys so they are easily accessible. Proposed Cllr J Stanley seconded Cllr G Lunn. 
To approve payments. Proposed Cllr J King seconded Cllr D Hawkins.
c)    Human Resources – nothing to report.
d)    IDEA – RoSPA check booked for August. Grant approved for new mower. Cllr G Lunn to discuss future combined RoSPA checks with Joe Busby, Chair of Flinders Founders as it might be cheaper to book both checks together. 
e)    Library – increased library usage. Flinders Founders using the library for meetings. 
f)    Planning – Cowley applications both approved. Solar farm amendment pending, gates and wall application refused. 
g)    Red Cow Paddock – nothing to report.

61/25 TO RECEIVE MEMBERS REPORTS  
DH - Positive feedback received regarding the memorial plaque. Invitation to Council to attend memorial service. Voluntary Car Scheme, funding requires clarification with South Holland District Council. Cllr D Hawkins to follow up and report back.
JK – Bill for treatment of moles received. New bollard in the marketplace. Police Officer, Laura Richardson to reinstate the Police surgeries monthly in the library again.
PL – Complaints received of daily road blockages on Northorpe Road. Due to Highways depot. Vehicles.  Clerk to try and obtain details of the company vehicles which are blocking the road and write to them and raise concerns. 
GL –Church Group holding Christmas Fair, either in Church Hall or Ruby Hunt Centre, 13th December 10am-2pm.

63/25 TO RESOLVE TO MOVE INTO CLOSED SESSION
It was resolved to proceed with an asset transfer of the skate park as a matter of urgency.  Chair, Clerk and Cllr King to meet with Cllr Bingham portfolio holder.
