Minutes of the meeting held on Thursday 6th March 2025 at The Ruby Hunt Centre.

Present Cllrs Rollinson, N. Campbell, S. Harris, D. Hawkins, K. Geaney, J. King,  P. Lovell, G. Lunn, J. Stanley and C. Wray.  Clerk Diane Fairweather.  District Cllrs Bingham and Geaney.
PUBLIC FORUM
Resident from Church Street concerned over the speeding again and vehicles mounting kerbs.  Cllr King to request an Archer Survey, but there is a waiting list. Ideal opportunity for Community Speed Watch. Clerk trying to obtain details of residents that have already attended the training.  Resident would like to canvas street regarding traffic calming, feeling a proactive way forward.

Mr C requesting update on reactive speed signs.  Are there any intentions on purchasing any? Advised £2700 each and can only be in areas where advisory speed signs have been in place.  Will investigate in the future.
Planning application for road markings at school.
Details on website incorrect.

Another resident complaining regarding the missing bin collections in the village both rubbish and recycling.  Cllr Bingham explained there are problems within staffing at South Holland which will hopefully soon be resolved.

TO RECEIVE UPDATES FROM COUNTY COUNCILLOR
Bollard at Matthew Flinders will be replaced by LCC if PC purchase the bollard.

TO RECEIVE UPDATES FROM DISTRICT COUNCILLORS
MG Many discussions regarding devolution at present.  County having to put in ideas of which way they would like to proceed.
Amendment to planning regarding waste collection.
Resident of Crosslands wishing to report speeding traffic.
Following a recent meeting with Police, H.O. decide on placement of PCSO’s.  People are not reporting antisocial behaviour and that is why Donington have no presence.
HB. Planning pushing for more housing. Donington O.K. on numbers at present.

Brought to the Chair’s attention by member of public that a Councillor was spoken to inappropriately at last meeting.  There is a policy against bullying and Chairman apologised to not making comment.

17/25 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 
None.

18/25 TO RECEIVE DRAFT NOTES OF MEETING HELD ON THURSDAY 6th February 2025– Dispute by Councillor Lovell not agreed.  Were signed as a true copy, to become minutes.  Proposed Cllr Harris seconded Cllr Geaney.
19/25 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS –   
Hunters Way – hedging and tall shrubs all taken down.  Requires a little more work on path side hedging but only a small area over path so left to be flayed later in the year.  Local resident has been continually requesting when work is to be done.  Has been cut down but not yet cleared. Still complaints from residents in Church View Close.
CSW – Have written to Community Speed Co-Ordinator asking for details of trained members in Donington.
Police - Inspector Cotton – Have advised of dates of meetings and he will check his diary. CCTV coverage of accident on zebra crossing given to Police.
Fencing at property adjacent to old cemetery. Received confirmation does not require planning as just and just under 6’ The fencing is on the incorrect side of the fence but that is a boundary dispute

21/25 TO RECEIVE UPDATES OF VOLUNTARY CAR SHCEME
Cllr Hawkins in communication with the Ruby Hunt Chairman.  Still awaiting costings from South Holland.  Will bring to future meeting.

22/25 TO RECEIVE UPDATES OF COMMITTEES
a)    Allotments - frosty
b)    Cemetery – all in good condition. Moles are reappearing 3 caught recently.
Resident to right of footpath to cemetery complaining they could not get access to there back gate.  Clerk advised Council unhappy with state pathway was left. This was not their right of way but was told the previous owner advised to the contrary and had given them the lock combination.  Should residents be offered to purchase the Right of Way?
c)    Finance –
a)    Approval of Payment as per schedule.  Proposed Cllr Hawkins seconded 
Cllr Geaney.
d)    Human Resources. Nothing to report.
e)    IDEA – lottery numbers increased.  Grass contractor has resigned from his works in the park.
Organising Summer Fayre 1st June.  Putting in grant application to Wind Farm.
Request for a car boot sale in park.  Not at present as surface too wet.
£500 received from Tesco.
f)    Library – all good.  No updates on asset transfer.
g)    Planning
H04-00202-25 17 Gleed Avenue, proposed single storey extension.
Couple of archaeological investigations
H04-1071-24 Retrospective planning application for boundary fence. Refused.
h)    Red Cow Paddock – tree survey being contacted 7th March 2025.


23/25 TO RECEIVE MEMBERS REPORTS  
PL – checked hydrants in park, all working.
GL – Triton Knoll meeting, distributing money.  Bicker and Anderby Creek had been successful in obtaining funding for reactive speed signs.  CSW to put in application for three reactive signs. Ideally have one in the entrances to the village i.e. Church Street, Station Street and Quadring Road initially. Advisory signs have been in place in numerous places around the village for some time. Therefore, able to apply for reactive ones. Clerk to ascertain with Lincs Road Safety Partnership where reactive signs can be placed. Station Street, Church Street, Towndam Lane.

24/25 TO RECEIVE CORRESPONDENCE
Safety of Lithium-ion Batteries Campaign - Ron Bailey, Parliament, asking to support this campaign, which is being run by the charity Electrical Safety First.
ESF launched this campaign in June last year to ensure the safety of Lithium-ion batteries. 
South Holland District Council - Highway Verge Grass Cutting 2025 
Usual offer of sum to maintain community areas.  Appeared to be agreeable amount. Not sure of what was included.  PC therefore agreed not to accept this year.
Ossian Transmission Infrastructure - Consultation now open until 14th March
Toilets - Slight damage to toilet locks, still work.  Mould in gent’s toilet ceiling. To have contractor look at roof.
Crossland – resident asking for a speed survey as a cat killed recently and there are problems with speeding cars.
Letter from resident asking if a plaque could be placed to commemorate the soldiers of the 1st Parachute Regiment.  Cllr Lovell to pass resident details to Cllr Hawkins to discuss further. Council has no objections.
