Minutes of the meeting held on Thursday 7 August 2025 at The Ruby Hunt Centre.

Present Cllrs, M. Rollinson, S. Harris, K. Geaney, J. King, P. Lovell, G. Lunn and N. Campbell.  Clerk – No Clerk meeting was recorded. Dist Cllr Geaney and 5 members of the public.

PUBLIC FORUM
Request for funding from the Parish Council to support a Scarecrow Trail event on 13 September, to cover start up costs for printing, advertising and children’s prizes. 
Jo Busby, Chair of Flinders Founders, confirmed that the playground inspection was scheduled for Friday 15 August. Cllr M. Rollinson advised that the asset transfer of the skate Park to the Parish Council was progressing well and Cllr H. Bingham, District Cllr for South Holland District Council was very supportive. There will be an uplift clause in the contract if the park was sold within the next 50 years. 

TO RECEIVE UPDATES FROM COUNTY COUNCILLOR
Ward Walk date delayed due to County Council officer’s availability; additional items can be added once date is confirmed. 
TO RECEIVE UPDATES FROM DISTRICT COUNCILLORS
Update given regarding the new waste collections proposals by South Holland District Council including food waste collections.

64/25 TO RECEIVE APOLOGIES - were received and accepted from Cllrs S.Walsh, J. Stanley, D. Hawkins and C. Wray. 

65/25 TO RECEIVE DECLARATIONS OF INTEREST UNDER THE COUNCIL’S CODE OF CONDUCT RELATING TO BUSINESS ON THE AGENDA
None

66/25 TO RECEIVE DRAFT NOTES OF MEETING HELD ON THURSDAY 3 JULY 2025– Were signed as a true copy, to become minutes.  Proposed Cllr King seconded Cllr. Harris.

67/25 TO RECEIVE CLERK’S REPORT ON MATTERS ARISING AND UPDATES FROM PREVIOUS MEETINGS 
Clerk has written to business owner due to vehicles causing blockages on Northorpe Road, no response received to date.
Skate Park Community Asset Transfer is proceeding well. Further meetings to be confirmed. South Holland appear to be content with the proposal to transfer the Skate Park to the Parish Council.
Cemetery Hedge – on going boundary issue with Neighbours encroaching on Parish Council land. 
Bollard damage in the Market Place has been reported to the Police and dashcam footage provided.
The tenant’s gate has been repaired at the Red Cow Paddock. 

 
68/25 TO RECEIVE UPDATE ON GENERIC .GOV.UK EMAILS
The email has been approved and are being set up with Cloud IT, so within the next few weeks Cllrs will have new emails.

69/25 TO DISCUSS PROPOSAL FOR MOTORCYCLE PARKING SPACE IN THE MARKET PLACE CAR PARK
Cllr P. Lovell to take two photographs of a similar marked out area for motorbikes and provide them to Cllr J. King. This matter can be included with other items once the County Council officer is available and back at work. 

70/25 TO RECEIVE UPDATES OF COMMITTEES
a)    Cemetery – contact received from neighbours, in relation to a boundary issue. Proposal to spray the cemetery with a suitable chemical after the recent flailing. Proposed Cllr P. Lovell, seconded Cllr J. King.
b)    Allotments – nothing to report.
c)    Finance - To approve payments. Proposed Cllr J King seconded Cllr S. Harris
d)    Human Resources – nothing to report.
e)    IDEA – Reports of paint sprayed on the seats in the park. This has been followed up with the school and has now been cleaned off. Problems with cans being left in the area, images not clear enough to act upon. A grant application has been submitted to the levelling up fund. New mower has been delivered. Scarecrow trail funding of £100 was approved, proposed by Cllr J. King and seconded by Cllr N. Campbell.
f)    Library – asset transfer paperwork submitted and follow up meetings planned in September.
g)    Planning – nothing to report
h)    Red Cow Paddock – planning application fee submitted. 

71/25 TO RECEIVE MEMBERS REPORTS  
SH – Police following up a break in, perpetrators gained access via the park. Cllr Harris undertaking work at the Bowls Club. 
JK – Reported problem with market stall blocking access to one of the shops. Cllr Rollinson will speak to the market organiser. Requested the Clerk order a replacement cap for the damaged bollard in the marketplace. Confirmed now in receipt of a key safe so that contractors can get hold of keys when needed to undertake work for the Parish.
GL – requested if Cllrs could be notified if the toilets are being closed for repairs etc. Cllr Rollinosn advised that he is made aware and will pass this on in the future. Cllr Rollinson suggested a Parish WhatsApp group to help with passing on this type of information and will discuss with the Clerk. 
NC – Reported compliments about the Churchyard and cemeteries. Received several complaints about overgrown vegetation on path between the. Cllr King advised the matter was with South Holland District Council as the building is listed.
