Minutes of the meeting held on Thursday 20th January 2022

 

Present Cllrs Stanley,  Burdall, Hawkins, King, Lovell, Robinson, Rollinson  & Wray.  Clerk Diane Fairweather, a press representative, and 3 members of the public.

 

PUBLIC FORUM

Request from the business owner if PC would purchase an advertising banner for Markets.  The clerk had previously looked into this but there was a stage when it was uncertain markets would continue.  Cllr King agreed to purchase a banner from District allowance.

Angling Club – request if a letter of support could be issued for grant funding.  PC agreed. Youth Club has been put ‘on hold’ for a few months as no helpers came forward.  PS had approached LCC Youth Services but had no response.

Report the village notice board requires attention.  To obtain quotations.

1/22 APOLOGIES were received and accepted from Cllrs Abbott, Lunn, and L Wray.

2/22 POLICE REPORT Lincolnshire Police advised PCSOs would no longer be attending Parish Council meetings.  Updates can be found on www.Police.UK.  Unfortunately, the last update was November.

3/22 TO RECEIVE declaration of interest in accordance with the localism act 2011

4/22 TO RECEIVE AND APPROVE DRAFT MINUTES OF LAST MEETING – It was resolved that these be signed as a true copy, to become minutes. 

5/22 TO RECEIVE CLERKS UPDATE   

Bollards ordered.  To be installed on a Saturday to avoid disruption.

7/22 TO RECEIVE FINANCE REPORT

Council payments as per schedule.  It was resolved these be approved.

8/22 To Discuss/Approve Precept Recommendation from Finance Committee,

Having since the finance meeting, received a figure had been received from SHDC for public toilets, further discussions took place.  Renovation works to cost £20000.  SHDC was prepared to pass ownership to PC with a contribution of £10000 towards these works. The Finance Committee had originally proposed a £2k increase in precept to  £35000.

Lengthy discussions had taken place between Dist Cllr King and M Whelan from SHDC and some additions and alterations in the remedial works had been agreed upon.  Following PC discussions that it was felt if the PC did not take them on they would eventually be closed.  All agreed an asset, albeit at a financial cost.  Unanimous PC took over ownership of toilets and resolved precept be increased to £45000.  PC thanks went to

Cllr King for the work to get to this stage.

9/22 TO RECEIVE Library UPDATE

Everything is back to normal working.

11/22 MEMBERS REPORTS

PL – reports that parking on double yellow lines along Brewers Court was a hazard for cars exiting the road. Quote to be obtained for the tree to be cut back in the marketplace.  Trees also near the pond will require attention.  Clerk to speak with Mark Brice, Western Power.

NB - advising mobile bank is to return.  Received a request for a venue for Mental Health and well-being.

JK – had received complaints of Red Cow lock up.  Clerk to write to tenants.

BR - when were winners of Christmas decorations going to receive their awards.  Not as yet delivered due to Covid.

MR – complaints of long-term parking in Market Place again.  Letter to be sent to businesses asking for their assistance with this and with their delivery driver to show consideration for the public.
