April 2022 Minutes

Minutes of the meeting held on Thursday 7th April 2022 at The Ruby Hunt Centre.

 

Present Cllrs Stanley, Burdall, Hawkins, King, Lovell, Lunn, Robinson MBE, Rollinson. Clerk Diane Fairweather 6 members of the public and a press representative.

 

POLICE REPORT

Website updated in February, crimes reported:

1 violence and sexual attack in Badgate

2 violence and sexual attack and an antisocial incident in the secondary school field

1 drugs report in Brewers Court

1 anti-social and drugs report in Barnes Road

1 violence and 1 other in Barnes Road

1 violence in Northorpe Road

1 violence Maple Road

1 violence Flinders Way

 

22/22 APOLOGIES were received and accepted from Cllrs Hodgson, L & R Wray

 

23/22 TO RECEIVE declaration of interest in accordance with the localism act 2011

None

 

24/22 TO RECEIVE DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes.  Proposed Cllr King seconded Cllr Lovell.

 

25/22 TO RECEIVE UPDATES FROM CLERK –   

Contractors attending this week trees in Kensington Road.

 

26/22 TO RECEIVE UPDATES FROM iDEA

Fencing on boundary with adjoining property wind damaged again.  GB have made a temporary repair, but fencing requires replacing again.  Cllr Lunn asked for copy of insurance policy, to see if viable to make a claim.  Grant application submitted towards cost of replacement.

Meeting held with BSIDB, 4 trees to be removed.  Black Sluice will do work but won’t clear away.  Arb Core did work.  Black Sluice to revisit site with big clean up later in the year.

Decided not to hold summer fayre this year due to Jubilee.  Making more of an event at firework display on 4th November and have summer fayre again next year.

 

27/22 TO RECEIVE FINANCE REPORT

 Annual Finance report issued for Council to peruse.

  1. To Approve Annual Government and Accountability.  Proposed Cllr King seconded Cllr Hawkins.
  2. To Approve Annual Statement of Account.  Proposed Cllr King seconded Cllr Rollinson.

28/22 TO RECEIVE Library UPDATES

Last meeting, discussed finances, which are very healthy.  £5167 LCC grant received again, for seventh year when originally for agreed for four.

Craft afternoons begun again with the first one over-subscribed.

Cllr Rollinson asked if any response to donations for Ukraine.  Cllr King advised vey fruitful with one of the volunteers taking a van full of donations shortly.

 

29/22 TO DISCUSS Planning APPLICATIONS RECEIVED THIS MONTH.

H04-0268-22 proposed triple garage with first floor storage, 102 Station Street

H04-0321-22 extension and alterations to outbuildings to create swimming pool (retrospective)

 

30/22 TO RECEIVE MEMBERS REPORTS  

JS -  cemetery bins being left at end of church pathway again.

PL – new bollard, complaints regarding key holders, Cllr therefore to give every business for reiterated only to be used for loading and unloading.

DH – Viking Link sign at end of Northorpe continually been knocked over and traffic starting to file through. Speeding still a problem, clerk to speed with LRSP

JK following problems with parking bollard Highways had visit site with Cllr King and agreed to marker area in front with crossed yellow lines.  Area is to be always kept clear for emergency vehicle. Highways to replace loading only sign.

GL Ruby Hunt 40th celebrations with open day where all users can exhibit their wares.

Speeding in Church Street still a problem.

MR parking in the village still a problem.  Action must now be taken.  Clerk had been communicating with NPC, a company that issued tickets from photographic evidence, where PC received £10 per parking fine.  Debate again over length of time preferred in main car park between 2 and 4 hours.  Previously discussed and 4 hours agreed.  It was therefore proposed Cllr Rollinson seconded Cllr King small area remain at 30 mins and main parking to be set at 2 hours.  3 for, including Cllr Rollinson, and 5 against.  Proposed Cllr Burdall 30 mins remain but main area 4 hours. 2 for, 5 against.  Agreed action must be taken and it was therefore proposed Cllr Lovell that NPC be instructed to monitor the 30 mins for now and review situation in six months. 4 for, none against therefore carried.

 

31/22 TO RECEIVE CORRESPONDENCE

Correspondence from local business regarding the inconsiderate manner of another local business regarding access to the Market Place.  A very heated debate took place with a member of the public involved.  The concern being lack of access due to works vehicles.  Chair reiterated the Market Place was a no parking area and other disputes regarding obtaining access to rear of business would have to, unfortunately, be resolved by the businesses themselves.  Cllr Lovell to print letter and hand to all businesses to confirm situation.
