December 2022 Minutes

Minutes of the meeting held on Thursday 1st December 2022 at The Ruby Hunt Centre.

Present Cllrs Stanley, Burdall, Hawkins, Hodgson, King, Lovell, Lunn, Robinson MBE, Rollinson.  Clerk Diane Fairweather and four members of the public

PUBLIC FORUM
Mr C confirmed had spoken with Cllr King regarding school parking, which was 
being dealt with.  Also confirm he had opened the electric box in Market Place.  
Council advised this was not his prerogative and should not be touching it yet had 
not been dealt with correctly by a qualified body.  Mr C and Cllr Lovel to meet to
check on lock.
Some controversy over the decorating of Matthew Flinders statue, which had caused concerns with some being discourteous.  It was only to try and brighten the village 
centre.  Decorations had been removed and removed to their owner.
Mr Fleming could not understand that whatever Mr C tried to do for the village was always up against the PC.  Chair advised some of which was done was not the responsibility of residents, at least not without the knowledge or permission of the 
Parish Council.
Public agreed poppies looked good in the village.

100/22 APOLOGIES received and accepted from Cllrs L & R Wray.

101/22 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH 
THE LOCALISM ACT 2011 
None

102/22 TO RECEIVE DRAFT NOTES OF LAST MEETING – Were signed as a 
true copy, to become minutes.  Proposed Cllr King seconded Cllr Lunn.

103/22 TO RECEIVE UPDATES FROM CLERK –   
Christmas Market arrangements going to plan.  19 stalls now so should be good event, being joined with the Church.
Market Place tree works application done.
Spalding Electricals called but couldn’t get into box.  After access is gained, he is 
to call again to see if the box is live or not and safe.
Meeting White Knight locksmiths tomorrow at toilets, to deal with lock on gents’ 
toilets.
PC handyman is to fit jubilee seat next week, after the Christmas Market.

104/22 TO RECEIVE UPDATES FROM IDEA
Vandals pulling a couple of tiles of band stand again.  Reported to Police.  Cllr King 
to call at school and report there.
Trees have now been cut back from the view of the cameras.


105/22 TO RECEIVE FINANCE REPORT
Council payments authorised as per schedule.  Proposed Cllr Rollinson seconded Cllr Bristow.
To Discuss/Approve Precept for 2023-2024
Following finance meeting and considering all future projects, including tree works, it was agreed to reduce the precept this year to £45k.  Proposed Cllr Robinson seconded Cllr King, all approved.

106/22 TO RECEIVE LIBRARY UPDATES
All good, footfall increasing.

107/22 TO DISCUSS PLANNING APPLICATIONS RECEIVED THIS MONTH. 

108/22 TO RECEIVE MEMBERS REPORTS  
PL – with all the comments on social media, would it be possible to put together a list of volunteers willing to do varying tasks around the village.
Problems with HGV in Church Street again.
JH – picking up on parking issues, reiterated the area and children were very alarming at the beginning and end of the school day, due to inconsiderate parking.
DH – request if PC and perhaps District Councillors would once again contribute towards the Voluntary Car Scheme. Few changes in management and desperately short on drivers but continue to offer the service.  Clerk confirmed £375 had been included in precept for the Car Scheme.  Cllr King agreed to support also as before.
JK – Shrubs in Hunter Way cut back.  Christmas Market concerning controversy on social media as originally were not aware that Kitchen 1 was to open, alternative refreshments had been organised.  Hopefully with siting of burger van problem solved.
GL – Request for a speed restriction at the top of Gleed Avenue.
