Minutes of the meeting held on Thursday 3rd March 2022 at the Ruby Hunt Centre.
Present Cllrs Stanley, Hawkins, Hodgson, King, Lovell, Lunn, Robinson MBE, L & R Wray.
PUBLIC FORUM
Jane Pearson advised the Church is under threat of being closed due to lack of usage. Public meeting called for people to show support against closure or change of status.
Peter Fleming asking why people not advised of three Charity handouts in the village. Chair advised none of the Charities were the responsibility of the Parish Council.
Mrs Pearson gave resume of how the Charities are administered.
POLICE REPORT
Web page still two months out of date.
12/22 APOLOGIES were received and accepted from Cllrs Burdall and Rollinson.
13/22 TO RECEIVE declaration of interest in accordance with the localism act 2011
Cllrs L and R Wray regarding a current planning application.
Meeting resolved to move agenda item to the end of the meeting as Cllrs can then leave.
14/22 TO RECEIVE AND APPROVE DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Cllr King seconded Cllr Lovell.
15/22 TO RECEIVE UPDATES FROM CLERK
Bollard Market Place in situ now
16/22 TO RECEIVE UPDATES FROM IDEA
Cllr Lunn advised recently held first meeting since lock down. Fence at neighbouring property to park has broken again.
Trees down in recent storms. Meeting with BSIDB still to be held.
Band stand tiles have been completed. CCTV delayed due to ducting work required. Accounts filed at a considerable saving.
Pathway lighting had been cleaned. SHDC paying thanks to District Cllr King.
17/22 TO REVIEW AND APPROVE FINANCE REPORT - £70493.24
Council payments authorised as per schedule
Prop Cllr King seconded Cllr Hawkins.
18/22 TO RECEIVE Library UPDATES
Organising collection point for Ukraine donations.
19/22 TO CONSIDER Planning APPLICATIONS RECEIVED SINCE LAST MEETING Quite a few complaints from residents asking for PC to object. Air pollution, welfare of stock, number of vehicles visiting site, entering and exiting A52.
Concerns also that once these approved how many will be added and will situation be monitored by SHDC, which has not been the case on past applications of concern. District Cllr Welsh also passed on concerns of a resident. After discussion, clerk to put together a response for the approval of the PC on three points. Animal welfare, Air pollution and traffic entering the A52 on a 60 mph stetch of road.
20/22 TO RECEIVE MEMBERS REPORTS
JS Fencing at Franks café has been broken for many years now. Can Highways attend?
Trees at Mill Lane will soon require attention. Clerk to speak with Western Power. Could Mr C deal with shrubs growing near fence to keep are clean.
PL – complaints regarding HGV’s in Towndam Lane attending development. Cllr King to speak with contractors.
Can yellow lines be repainted through out the village. Cllr King to speak with Highways.
DH temporary speed restrictions at access to construction site in Northorpe now painted permanently on road with ‘no right turn’ also painted on road. Spoken with Highways regarding traffic restrictions and why it could not have been extended to after Northorpe Road. Coming out of temporary speed limit at that point would mean vehicles are accelerating towards the Station Road junction, which for some time the PC has requested speed restrictions. Cllr Hawkins received no assistance as applications for such restrictions has to be made by a County Councillor.
JK complaints from developers and potential buyers regarding the unkempt state of the PC’s rental lock up. Clerk to contact tenants.
Overnight parking in Station Street. Cllr King to speak to PCSO
Parking outside a primary school on zig zags again. New Head Teacher is keen to use the mini-Police kits previously provided by Cllr King. When in action get press in for publicity.
21/22 TO RECEIVE CORRESPONDENCE -
Request from Gosberton Parish Council for Unknown Charity to restart following retirement of clerk and Covid. PC clerk to arrange meeting.
