Minutes of the meeting held on Thursday 1st September 2022 at The Ruby Hunt Centre.
Present Cllrs Rollinson, Burdall, Hodgson, King, Lunn, Robinson MBE, L & R Wray. Clerk Diane Fairweather a press representative and six members of the public.
PUBLIC FORUM
Paul Slater previously handed a list to council of questions requiring answers.
Update on the toilet facility. Hopefully within the week
Effectiveness of the PCSO in the Community. Agreed poor as not presence. PCSO had called a meeting at library for residents, but unfortunately did not appear. Cllr L Wray asked if this could be reported to his superiors.
Proposal for introduction of cycle racks in the Market Place. PC asked if there was a need. Cllrs Rollinson and Lovell to meet in Market Place.
Plans for supporting Community Christmas Festivities. Advised that this year Pc and PCC to organise a joint day on 4th December.
Re-investment of monthly market stall payments. Not easy to reinstate as there have been difficulties in securing stall holders.
Waste disposal support from the SHDC facility in Spalding vs re-introduction of monthly support refuge vehicle. Nice idea but where can it be situated for the morning. Cllr King to speak with South Holland.
Community street cleaning application. Some of the roads, in particular Station Street are in a poor state. Cllr King to investigate.
Introduction of "Brown Signs" on entry to the village. Various rules have to be adhered to where amount of amenities taken into account. Very expensive to purchase.
Councillor contact details within the P.C. Notice Board. Clerk to organised.
Condition of P.C. Notice Board and Information Board in the Market Place. Cllr King was sure grant monies had been received from IDEA for the trail board and to speak with Peter Lorimer.
Vehicles exiting from Red Cow archway onto the High Street. PC not aware causing difficulties but unfortunately was approved on planning and is no different to the egress of Goxhill Avenue.
Update of steel fence repair / replacement (Station Street / Church Street) Cllr King to enquire as been some time since temporary fencing placed there.
Feedback of vehicle near misses since the opening of the new Co-op on Church Street. PC had not been made aware of any and again unfortunately something the PC had spoken with Highways about to no avail. Speed limits for works on Converter Site were to be extended and perhaps this would have an affect on the speed drivers were at when approaching the junction.

71/22 TO RECEIVE declaration of interest in accordance with the localism act 2011

72/22 TO RECEIVE DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Cllr King seconded Cllr R Wray.
73/22 TO DISCUSS REQUEST FROM IDESAS FOR £420 FOR CCTV CAMERA
When new works completed it had not been noticed camera was not working. Proposed Cllr Lunn seconded Cllr King that £420 be donated to purchase a replacement.
75/22 TO RECEIVE UPDATES FROM IDEA
BSIDB still to clear dyke
Unsure who owns the parl. Clerk to request details.
Shed had been broken into but unfortunately behind trees and not seen on CCTV
Cllr Lunn had made application to Post Code Lottery
Stephen Wright had agreed to provide fireworks again. Clerk to give details to insurance company. All details remain the same as previous years.
ROSPA report is due.
76/22 TO RECEIVE FINANCE REPORT
Council payments authorised as per schedule

Tree works required in old cemetery. Upkeep of old cemetery to be tendered for in the coming year.
77/22 TO RECEIVE LIBRARY UPDATES
Cllr King is speaking with LCC regarding land at rear of library to be utilised.
78/22 TO DISCUSS PLANNING APPLIATION RECEIVED SINCE LAST MEETING
H04-0766-22 Two storey extension with garage and store
H04-0816-22 Erection of boundary fence. Considered quite high but not reason to object.
H04-0833-22 Proposed outbuilding to create home office space, Redshaws Towndam Lane
79/22 TO RECEIVE MEMBERS REPORTS
NB – local shop had glass in door broken. Clerk to check camera
JK – concerns over number of refugees being housed at the Supreme Inns at Bicker Bar. Despite Borough and District Councillors objecting it has been approved by the Home Office and nothing can be done.
