Minutes of the meeting held on Thursday 7th July 2022 at The Ruby Hunt Centre.

Present Cllrs Stanley, Burdall, Hawkins, Hodgson, King, Lovell, Lunn, Robinson MBE, Rollinson, L & R Wray. District Cllrs Bingham and Welsh and Clerk Diane Fairweather, a press representative and three members of the public.

PUBLIC FORUM
JP Siemens Energy tidying old part of cemetery. PC to now take over to keep clear in the future. God’s Little Acre requires attention to overhanging trees.
HB – Advised had put an application of interest into UK Prosperity, Heritage Community. Had spoken to both Chairs of Gosberton and Donington as deadline passed before opportunity of bringing to meeting. Ideas on Parking and Leisure.

POLICE REPORT – recently launched a Roads Policing Unit (RPU) for the roads of Lincolnshire. Their aim will be to reduce serious and fatal collisions, promote road safety, and to target criminals who use our road network to commit crime. Recognising that safety on Lincolnshire’s roads is of paramount importance and in need of further investment a decision was taken by the Chief Constable in 2021 to develop a new, dedicated roads policing department.

Antisocial behaviour in Goxhill Avenue
Violence and sexual harassment in High School playing field
Cycle theft in Gleed Avenue
Three reports of antisocial behaviour in Station Approach
Vehicle crime in Millfield Road

59/22 APOLOGIES were received and accepted from Cllr L Wray.

60/22 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 
None

61/22 TO RECEIVE DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Cllr King seconded Cllr Lunn.

62/22 TO RECEIVE UPDATES FROM CLERK –   
Jubilee seat ordered.
Toilets are now finished. Requires stocking. V Crunkhorn is to take on opening and cleaning. Contract written to be checked by HR Committee.

63/22 TO RECEIVE UPDATES FROM IDEA
Fireworks - Stephen Wright not happy with to sponsor event this year.
Cameras are up and running and images are good.
Contractors for replacement fence due to start on work between resident and park. PC asked if future maintenance could be put to the residence as their responsibility.
Wickstead to quote for some repair works required.
New Co-Op have grants and Cllr Lunn is to apply for funding.

64/22 TO RECEIVE FINANCE REPORT
Council payments authorised as per schedule
Prop Cllr King seconded Cllr Rollinson.

65/22 TO RECEIVE LIBRARY UPDATES
First meeting since Covid recently. Repairs required on gates. Holiday craft events organised.

66/22 TO DISCUSS PLANNING APPLICATIONS RECEIVED THIS MONTH. 

67/22 TO RECEIVE MEMBERS REPORTS  
JS – Churchyard is now clean and tidy today but there have been problems with only part being cut and old cemetery not cut at all. Clerk constantly onto contractors declaring disappointment. Wonder if time to think on a parish caretaker that could do work 30+ hours a week all year. With cemetery, footpaths, hedges etc must be sufficient work.
Previously because of school holidays the PC did not meet in August. Proposed to revert to this again. All in agreement.
PL – someone has been into bowls club, but no damage done. New key provided.
NB – following last months’ request, Facebook is taking time to change over as work required is time consuming but is being worked on. Cllr Lovell to assist Cllr Burdall as administrator now.
Would be good to reinstate the newsletter, perhaps ask for volunteers.
JK – youth cutting grass in areas and clearing and wanting to plant plants around the village. Council asked if no plants can be put in Market Place planter yet until brick works have been completed. Perhaps the planters outside Magnum’s would be attended. Cllr King to speak with owner.
GL – Emporium area still a mess, can they be asked to clear boundary fencing. Grassed areas in Gleed Avenue a problem again.
RW – Advised that Cllr Lovell had resigned place on Cowley Trust and asked for a replacement representative. Cllr Burdall had been nominated at AGM but clerk remiss to not advise clerk to the Charity.

68/22 TO RECEIVE CORRESPONDENCE
Complaint from resident in Church Lane that shrubs from bowling green are overhanging her garden. Clerk had looked but area not too overgrown.

69/22 -TO RESOLVED TO GO INTO CLOSED SESSION TO DISCUSS PARISH COUNCIL ASSETS.
Cllrs agreed to request tenants to clear boundaries of nettles and briars.
