DONINGTON PARISH COUNCIL

Notes of the ANNUAL PARISH MEETING to be held remotely on Thursday 5th May 2022 commencing at 7.00 p.m., 

PUBLIC FORUM
P Slater, on observing other sporting activities, felt the need for a portable defibrillator to keep with the fishing club.  Looking for funding opportunities.
Resident asking when wall in Market Place is to be built up as was mentioned 2 years ago.  Developers confirmed still going to do work.
Business Owner asking if bunting for jubilee celebrations can be hung in Market Place from tree to shops.  PC has no objection.
Resident asking what is to happen with parking problems in the Market Place.  Company taken on to monitor just to 30mins parking area.
A few residents from Maple Way objecting to the planning application for a small development near Flinders Park with access from Maple Way.  Drains and sewerage not sustainable but Anglian Water always comment, ‘no objection’, schools overflowing, and the access is on very narrow road, causing restrictions to existing residents that park in the road.  Asking PC to object.  Cllr King and Rollinson re-iterated they constantly put in objection to these developments, but the land is within the local plan. Advised residents to object themselves, individually.

ANNUAL PARISH COUNCIL MEETING

Present – Cllrs Stanley, Burdall, Hawkins, Hodgson, King, Lovell, Lunn, Robinson MBE, Rollinson, L & R Wray and 14 members of the public.

32/22 TO ELECT CHAIR and Completion of Declaration of Office. Proposed Cllr King seconded Cllr Rollinson Cllr Stanley be re-elected.  No further nominations, Cllr Stanley agreed and signed declaration of office.

33/22 TO ELECT VICE CHAIR
Cllr Hawkins proposed Phil Lovell, who is willing to stand, seconded Cllr Lunn

34/22 TO RECEIVE APOLOGIES 
None

35/22 TO RECEIVE DECLARATIONS OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011
None

36/22 TO RECEIVE AND APPROVE NOTES OF LAST MEETING 
Were signed as a true copy to become minutes, proposed Cllr King seconded Cllr Rollinson.

37/22 TO RECEIVE UPDATES FROM CLERK –
Application form completed for car parking with various identity papers.  Awaiting signs.

40/22 TO DISCUSS TOWN STATUS
Cllr Lovel advised Donington was historically a Market Town but lost its stature on the changing of the county boundaries in 1973.  There are more advantages than dis-advantages – grant funding etc. Agreed public consultation to get residents feelings.  Cllr Lovell to pursue.

41/22 TO DISCUSS PLANTING OF DONATED TREE
A commemorative tree has been donated to the PC by a friend.  Following discussion agreed to plant near the seats at the pond.

42/22 RECEIVE UPDATES FROM IDEA  
New camera installation almost complete.

43/22 TO APPROVE PAYMENTS AS PER SCHEDULE

44/22 TO RECEIVE UPDATES FROM LIBRARY
Nothing to report.

45/22 TO DISCUSS PLANNING APPLICATION RECEIVED SINCE LAST MONTH
H04-0429-22 – PC to make comments regarding concerns from public, regarding further development in the village and access down aa small cul de sac causing parking problems for existing residents.
H04-0425-22 – objections a further 6 dwellings when original application was objected to on grounds of over development 

46/22 TO RECEIVE MEMBERS REPORTS
JS – although jubilee celebrations are taking place there is no long-term remembrance.  Suggested a seat could be placed where ‘phone box had just been removed from.  Agenda item next meeting with clerk to bring variations of available designs.
PL – Viking link sign no secured to stand.  Can minutes be placed in the notice board, Library and Facebook.
GL – received requests from residents on when is footpath from Church Street to Church Lane to be reopened.  Following a recent site meeting Cllr King advised is imminent now. Will PC be prepared to purchase jubilee bunting to go from Market Place to School.
NB – concerns that the entrance to the Red Cow Development is off the High Street and will therefore loose at least one other space to park.
RW -pot holes still in Northorpe
DH – reiterated again conversations with Highways regarding speed limits written on road and why can they not be extended to go past the Church Street entrance. 
Cllr L Wray has good relationship with Viking Link and will ask if they can assist at all.
JK –  yellow lines have been repainted throughout the village, unfortunately, the ‘do not park’ criss cross lines near newly erected bollard did not get done as a car was parked there.  New Co-Op has still not applied for a fish and chip shop on site.
MR – requesting again if disabled parking space can be removed to the more sensible side of the road at Budgens. Cllr King to ask question.

47/22.TO DISCUSS LEASE OF RED COW LOCK UP – TO BE TAKEN IN CLOSED SESSION.
After discussion it was agreed to do a feasibility study on the future of the two pieces of land the Parish Council own.

DATE OF NEXT MEETING – Wednesday 1st June 2022 due to the jubilee holiday.
