October 2019 Minutes

Minutes of the meeting held on Thursday 3rd October 2019 at the Ruby Hunt Centre Donington.

Present Couns Baldwin, Abbott, Hawkins, King, Lovell, Lunn, Robinson, and L & R Wray. County Coun Grocock, two members of the public and a press representative.

PUBLIC FORUM

104/19 APOLOGIES were received and accepted from Couns Burdall & Stanley

105/19 POLICE REPORT – Coun Abbott advised PCSO Abbots reported no incidents last month.

106/19 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

107/19 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun King seconded Coun Robinson.

108/19 MATTERS ARISING – hawthorn at pond cut back

Hedge on public footpath to Gleed Avenue has been cut back. Coun Abbott advised it had been done by a neighbour. Coun Grocock to speak with Pride Team to see if they could reduce width to widen the footpath.

109/19 SECTION 106 UPDATE

Quotation for Teen park railings £1800. Various ideas for Flinders park, no quotes as yet. Self-watering hanging baskets for village next year.

In order that the money can be spent to its best potential, clerk suggested all groups put together their wish list with quotes and bring to the table in February. Council agreed.

110/19 TO DISCUSS REMEDIAL WORKS FOR MARKET PLACE

Vere Bros quote for tarmac £11799. Quotation from Ady Allgood of £3500 to replace damaged slabs. Council agreed not whole area needs attention and to obtain a second quotation for next meeting to only make good poor areas. Agreed, if possible, concrete tubs to be moved to give more space for tables and chairs.

111/19 TO DISCUSS DONATION FOR REMEMBRANCE WREATH

£100 donated for many years, proposed Coun R Wray seconded Coun Hawkins £100 be donated again this year.

112/19 MATTHEW FLINDERS – BRING HIM HOME

Received confirmation that the group has the support of the Bishop of London. Lincoln communication contact advised permission has to be agreed before final decision made and absolute autonomy is with HS2.

113/19 IDEA

Vandalism again in park once again dipping into groups funds. Names have been given from CCTV. Coun Abbott to speak to Head of secondary school.

Magazine – Malcolm will be editing his last one at Christmas. Appeal for a replacement on Facebook.

LW – vandalism also at Community Centre

JA – received communication questioning constitution of the Unknown Charity and is the Parish Council meeting its obligations. Clerk confirmed constitution states @The Representative Trustees shall be appointed as follows:

ONE by the Parish of Quadring
ONE by the Parish of Donington and
ONE by the Parish Council of Gosberton.

This is one of the five committees that representatives are elected each AGM in May. Coun Stanley has been the representative for many years.

RW – any update on Market Place parking. Clerk advised contracts have been signed and awaiting letters to household. To chase AGAIN.

Flooding in Northorpe has not been addressed. Coun King to speak with Highways.
