Minutes of the meeting held on Thursday 1st August 2019 at the Ruby Hunt Centre Donington.

Present Couns Baldwin, Abbott, Burdall, Lovell, Lunn, Robinson, Stanley and L & R Wray. County Councillor Grocock and 6 members of the public

PUBLIC FORUM

Representative of Church Street residents handing in a petition and complaining of speed of vehicles and HGV’s that traverse the road. PC agrees with their comments and has asked Highways to look into extending double yellow lines. 
Clerk to forward petition and comments to Highways/Police.

Peter Lorimer and Margaret Wright representing IDEA. The Rural Residents Compact was a joint document between The Community Foundation, South Holland District Council, Donington Parish Council and funding from them was made available to purchase the land that is now Flinders Park. The document was signed in 2003. It is maintained by 5 volunteers and grant monies have been received for various equipment. The group are finding it increasingly difficult financially, with the constant pressure of maintenance. Additional costs from vandalism being one of the main concerns. Money is made from their annual events but Grant opportunities are reducing with applications increasing. It is a valuable village facility and the group are asking for some financial support for emergencies. Agenda item for next meeting.

79/19 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

80/19 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun Stanley seconded Coun L Wray.

81/19 MATTERS ARISING –

Trailer in Station Street reported to South Holland abandoned vehicles. They have traced owner who has moved away, but it is parked outside of the house that he still owns. It is a store for his tools but appreciates that it is a ‘nuisance’ and will try and move elsewhere.

82/19 MATTHEW FLINDERS – BRING HIM HOME – TO APPROVE DONATION TOWARDS CALENDAR

Nothing further to report as the request is now in the hands of the Bishop of London. Discussions taking place for fund raising opportunities if permission given for his remains to return to Donington.

Following request Chair of MFBHH last meeting, a donation towards the village calendar was discussed. Proposed Coun L Wray seconded Coun R Wray that £50 is donated.

83/19 TO DISCUSS SECTION 106 CLAIM

Meeting held 29th July to put forward suggestions for Flinders Park particularly equipment for 10 to 16 year olds. Coun King had spoken with Amanda Seaton, responsible for section 106 monies who had suggested 2 options available.

a) Approve in principle work proposed and pay on receipt of invoices for works completed.

b) Pay upfront on the provision of a signed agreement/undertaking that the money will only be used for the purposes set out in the section 106 agreement and will return any money not spent at the end of the qualifying period.

A proper plan would have to be drawn to annotate purchases required.

Clerk suggested it may be advantageous for the Council to sign an agreement and receive the money, to be spent gradually over a period, something South Holland would not allow in 2009. Council agreed clerk to speak with Coun King to move forward.

84/19 TO DISCUSS REMEDIAL WORKS TO MARKET PLACE

Coun Lovell still had no success in obtaining a quotation. Agenda next meeting.

85/19 TO DISCUSS/APPROVE MARKET PLACE WALL

No quotation to hand to increase height by two rows of bricks, however clerk questioned whether, because of impending replacement slabbed area the plant bed be removed totally. To try and obtain quote and thoughts of Tree Preservation 
Officer at SHDC for next meeting.

86/19 TO NOMINATE A REPRESENTATIVE FOR COWLEY TRUST

Coun Baldwin put his name forward. Coun Lovell proposed Coun L Wray, seconded by Coun Abbott. Coun Baldwin rescinded his interest.

87/19 IDEA

Trouble with youths in dyke and vandalism to trees. Aerosol sprayed into girls face and set alight but victim did not wish to make complaint. CCTV possible to be purchased from Section 106 monies.

88/19d Planning Applications Received

H04-0691-19 retrospective for tree house on raised platform 11 Mill Lane, Donington. Only visible by one resident who had no problem. Council to comment no objection.

88/19e Allotments – wet

88/19f Library – all fine.

89/19 ANY OTHER BUSINESS –.

AB spray used on speed sign at school to look like 60. He will attend to see if can be rectified.

BR women regularly exercising dog in churchyard, and allows fouling in porchway. To report to dog warden. Car registration noted.

LW when Police incidents received, can there be more information regarding RTC’s in order to build a picture of problems in the village. Clerk to request of PCSO.

GL can owner of Peacock Inn be asked to tidy the frontage of property which is in disrepair.

Clerk asking if Parish Council felt it necessary for all reports of committees to be on agenda, or if any problems can be reported at member’s reports, instead of writing neat and tidy each month. It was agreed that old Cemetery, new 
cemetery and allotments can be removed, with Finance and Planning remain.
