December 2019 Minutes

Minutes of the meeting held on Thursday 5th December 2019 at the Ruby Hunt Centre Donington.

Present Couns Baldwin, Abbott, Burdall, Hawkins, Lovell, Lunn, Robinson, Stanley and L & R Wray.

132/19 POLICE REPORT – nothing to report

133/19 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

134/19 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun L Wray seconded Coun R Wray.

135/19 MATTERS ARISING –

Nothing from CPM thinks it may be worth looking into another company. Parking appears to be better now anyway.

136/19 TO DISCUSS UNKNOWN DONOR CHARITY

Standing Orders suspended in order that Sue Thorley from Gosberton Parish Council could comment at meeting. Trustees require a representative from Quadring, Donington and Gosberton, which is what Donington Parish Council has been doing for years, but there should also be administering Trustees and Gosberton Parish Council would like to look into the administration of the Charity. One of the main concerns is that tenants of the allotments were sub letting at a profit, nothing the Parish Council could do anything about without knowing the tenancy agreements. PC agreed to look further into the Charity constitution. Standing orders resumed.

137/19 MATTHEW FLINDERS – BRING HIM HOME

Main decision will come from Lincoln and HS2 which will be in 2020. Memorial being designed with input from relatives.

138/19 IDEA

Notification if grant application successful in December. Vandalism in park again. Can’t be closed as public footpath. Litter picker may not be leaving now.

139/19 FINANCE REPORT

Council payments authorised as per schedule

142/19 CORRESPONDENCE -

Request from IDEA for contribution towards marquee for VE Day. Need costings. Needs to be in writing for an agenda item but precept details will have to be at January meeting.

143/19 MEMBERS REPORTS

LW cars parking at houses near Northorpe junction are blocking view for oncoming traffic and will get worse with winter fog. Speak with Highways and Lincs Road Safety Partnership.

Property in Northorpe dumping rubbish, Report to Highways.

NB Street light out at Peacock.

With Post Office closing is there the opportunity for a Pop-up one. District Councillors looking into alternatives.
