Minutes of the meeting held on Thursday 7th March 2019 at the Ruby Hunt Centre Donington.

Present Couns Baldwin, Hawkins, King, Lovell, Lunn, Marshall, Robinson,

Rollinson and Stanley. County Councillor Grocock, one member of the public and a press representative.

PUBLIC FORUM

The PCC, together with representatives of the Parish and District Council and public had set up a group, Matthew Flinders – Bring Him Home. MF-BHH. Many residents have been asking what is happening and can his remains return to Donington. Group in contact with relatives, HS2 and the Director of Rail at Costain Group. The Church wants him to return to Donington but Lincoln has expressed an interest in having the remains in the Cathedral. A press release issued for the local residents. Agenda item whilst investigations taking place.

19/19 APOLOGIES were received and accepted from Couns Almond and Wray and PCSO Abbotts.

21/19 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun King seconded Coun Stanley.

22/19 MATTERS ARISING –

CPM agreed to changes but cannot reduce parking fine, albeit there is a cancellation policy for the Parish Council.

Now details of GB spring clean have been received from SHDC can invite organisations and schools to join in on 3rd April.

23/19 TO DISCUSS INCREASE IN BURIAL RATES

Comparisons given with neighbouring parishes. Not had increase in over 6 years and Donington’s charges are low in comparison. Proposed Coun Rollinson seconded Coun Robinson increase by 25% with effect from 1st April.

24/19 TO APPROVE PURCHASE OF FURTHER STATIC 30 M.P.H. SIGNS

Whilst erecting the agreed signs Couns Baldwin and Lovell felt more signs would be useful in Northorpe Road, Malting Lane, Mill Lane and Quadring Road. Proposed Coun Baldwin seconded Coun King 8 further signs are purchased.

25/19 TO DISCUSS PROPOSAL FOR CEMETERY/CHURCHYARD MAINTENANCE

Andy Doughty has intimated that he would like to be employed by the Council for future works. Overheads are now too expensive. £9 per hour would actually be a saving to the PC. Suggest a contract for 3 days a week Requested Parish Council purchase his second hand mower, at a cost of £800, which he would keep in the bier shed in the old cemetery and only use for Parish Council work. This would be a considerable saving for the Parish Council. Proposed Coun Baldwin seconded Coun Stanley to offer a 12 month year contract as they were happy with work of contractor.

26/19 IDEA

Tree works in park almost completed, although contractor had advised had not been cost effective due to interference of debris being moved into dyke.

Preparations for Summer Fayre in June.

27/19 REPORTS OF COMMITTEES –

27/19a Old Cemetery - good. With adjoining property on the market, Council need to confirm no access to property is allowed via the footpath to the cemetery.

27/19b New Cemetery – good

27/19c Finance - £37188.37

Council payments authorised as per schedule, proposed Coun King seconded Coun Hawkins.

27/19f Allotments – ntr

27/19g Library – LCC looking favourably on taking over a lease for the back room. Dejex are planting herb garden. Library has now taken to be the main distributor for the poppy appeal.

28/19 CORRESPONDENCE -

Mrs Pick – handed to Coun Lovell who had answered the points. Pot holes, bus services being cut again, awaiting for delivery of bin bags and recycling bags, too many houses being built with no additional facilities. Coun Lovell had answered her concerns.

29/19 ANY OTHER BUSINESS –

MF-BHH group to be made an agenda item

Tree in Mill Lane, disappointing that once again major tree works taken place without permission.

Coun King, Clean up team from South Holland will come with pressure washers so hopefully can clean the Market Place area.

Coun Robinson, blue car in Church Street till causing problems in front of cemetery.

Coun Lunn – Red Cow once again at a stand still.

Coun Hawkins – Surface areas in Northorpe Road, where Black Sluice Internal Drainage Board vehicles are having serious effect on the Highways.

Clerk advised need to obtain valuation for Red Cow Lock up every 4 years to comply and update insurance policy.
