September 2019 Minutes

Minutes of the meeting held on Thursday 5th September 2019 at the Ruby Hunt Centre Donington.

Present Couns Baldwin, Abbott, Burdall, Hawkins, King, Lovell, Lunn, Robinson, Stanley and R Wray. District Coun Walsh, County Councillor Grocock and 6 members of the public.

PUBLIC FORUM

Residents from Church Street asking for update on petition regarding traffic problems. Clerk advised Highways will only investigate a new Traffic Regulation Order if requested to do so by a County Councillor. Passed to Coun Grocock who will take it forward.

Mr Fleming, British Legion is back on Market, why can’t Parish Council do something, it’s a disgrace it will be lost for the people of Donington. Clerk advised it would be financially impossible to achieve. To purchase and renovate the Parish Council would have to approach the Public Work Loan Board for, in the region of £400k.

S Cornwall, secretary of Bowls Club advised club will close on 4th September and property to be valued. Will advise Parish Council of valuation as the Bowls Club may be in favour of offering to P.C.

93/19 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun King seconded Coun Stanley.

94/19 MATTERS ARISING –

Traffic concerns in Church Street, as reported to Public.

3 of the 4 new CCTV’s have been erected. Images are really clear. No VDU required as can be accessed remotely.

95/19 MATTHEW FLINDERS – BRING HIM HOME

Thank you for Parish Council £50 donation towards production of calendars. Presented one for perusal. Very high standard.

96/19 SECTION 106 UPDATE

Coun King and clerk discussed with Amanda Seaton who agreed money could be paid to Parish Council direct on the signing of an undertaking to only spend on acceptable projects. Form duly signed and monies have now been received. Group discussed various projects for Flinders Park. It was agreed that there are two other projects worthy of some money, Teen Park and Library.

Coun Burdall had photographs of nearby parks for play equipment ideas. Meeting again on 30th in the hope to obtain quotations.

Thanks go again to Coun King for instigating this.

97/19 TO DISCUSS REMEDIAL WORKS TO MARKET PLACE

Still no quote, clerk to speak with Vere Bros and to ask BBC and SHDC which contractor they use. Agenda item next meeting.

98/19 IDEA

No quorum at last meeting. Clare advised there had been some inaccuracies with previous accountant. Income and expenditure very close and aware expenditure has to be cut. Lottery could be more productive, requires advertising more.

1st November firework display. Requested that Barnsdales staff not be given free entrance.

Police tracked a den in the park.

101/19 LIBRARY

Held a tea and cakes afternoon to try and engage more volunteers. 2 surveys have been carried out on the back room but a third is now required. Windows still require attention. As there is a planning application to demolish Abbotts Cottage, apparently there is something of historical interest inside which the library has offered to house.

102/19 MEMBERS REPORTS

AB the baby grave in the new cemetery is overflowing with artefacts.

JK dog warden had been alerted to dog fouling in church porch way.

JA hedge on public footpath from Gleed Avenue to Station Street very overgrown on both sides. Clerk to request electricity board to attend to and to speak with Highways to request residents to do the same.

103/19 CORRESPONDENCE -

Resident of Mill Lane asking if the hawthorn at the railings to the pond can be cut back as it impairs the sight of the pond. Clerk to speak with contractor.
