Minutes of the meeting held on Thursday 4th April 2019 at the Ruby Hunt Centre Donington.

Present Couns Baldwin, Almond, Hawkins, King, Lovell, Lunn, Marshall, Rollinson Stanley and Wray. Tony Croft from South Holland District Council, 2 members of the public and a press representative.

PUBLIC FORUM

Tony Croft from South Holland clean up team advising if we give details of ‘grott spots’ within the village they will come and spend up to a week at a time cleaning them.

Shop owner asking if there could be a cigarette bin in the Market Place, to try and educate smokers to use it. Clerk to cost. Business owners asking if chairs can be purchased with the money donated to Council following raffle £180. Clerk requested they discussed what design was required.

30/19 APOLOGIES were received and accepted from Coun Robinson and County Councillor Grocock.

31/19 POLICE REPORT – nothing received

32/19 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun King seconded Coun Hawkins.

33/19 MATTERS ARISING –

Documents received for car parking contract, clerk to verify that businesses will be advised before letter goes from CPM.

34/19 IDEA

No quorum last meeting. Still controversy over accounts, even though accountants have had them a while, took 4 months to lodge and almost missed deadline. Trouble in the park with a young lad intimidating others. PCSO had visited the boy and his mother.

Litter bins had not been emptied and tipped over by youths.

Youth riding scooter on picnic table, clerk to request wording for sign advising people using the park do so at their own risk.

Summer Fayre date June 2nd.

35/19 MATTHEW FLINDERS- BRING HIM HOME

Last meeting 1st April, discussing if to hold a public meeting to keep residents up to date.

Putting ideas together in the hope Matthew returns to Donington.

Plans for new lease of back room moving forward, tendering for works. Herb garden finished, Dejex worked well and free of charge. A letter of thanks from Parish Council.

Final annual grant of £5167 received.

37/19 CORRESPONDENCE -

Audited accounts from Donington V.C.S. only showing grants from Parish Council, South Holland and LCC, does not have breakdown of income and expenditure from recipients and drivers. Clerk once again reiterated should really have sight of balance sheet being confirmation of need for donation. Coun Lunn to produce more detailed information.

38/19 ANY OTHER BUSINESS –.

Coun Baldwin –Canteen in layby on A52 owner complaining lack of bins for us. Contact LCC and SHDC to no avail. Clerk to request.

Bin outside Bargain Booze has been removed as public using it as local tipping point.

Kitchen 1 requesting to increase opening hours by one hour, advised would have to apply for planning permission at a cost of £320.

Coun Stanley – footpath in Towndam Lane requires attention as lady had fallen.

Coun Rollinson had request from resident of Towndam Lane if the road from A52 to Mill Lane could be made one-way. Very narrow not easy for two vehicles to pass and no grass verge to use. 
During school hours often blocked in his drive. Clerk to speak with Highways. Standing down from Council this time, feels no support or results from Planning, illegal parking, or Police

Coun Marshall – stepping down from Council after 18 years, feels with business no longer in Donington he is out of contact.

Coun Lovell named 3 ‘grott spots’ Manchester Gardens, Towndam Lane from Mill Lane and Northorpe Road to first corner.

Paving slabs in Market Place are uneven and an accident waiting to happen. To obtain quotation to replace, possibility of putting in a grant application to Triton Knoll.

Coun Hawkins – reported state of road in Northorpe due to IDB vehicles. Reported to fixmystreet, received no update as yet.
