DONINGTON PARISH COUNCIL
ANNUAL PARISH COUNCIL MEETING in the Ruby Hunt Centre on Tuesday 7th
May 2019 commencing at 7.00 p.m.,
Present: Couns Baldwin, Almond, Burdall, Hawkins, King, Lovell, Lunn, Robinson, Stanley and Wray. 2 members of the public and a press representative.
Declaration of Acceptance of Office were signed before the meeting.
39/19 ELECTION OF CHAIR – Proposed Coun Robinson seconded Coun Stanley, Coun Baldwin stand for another year. All agreed, Coun Baldwin accepted and signed the Declaration of Acceptance of Chair, which was duly witnessed
40/19 APOLOGIES were received and accepted from County Councillor Grocock
41/19 POLICE REPORT nothing to report but correspondence received to say PCSO’s would not now attend Parish Council meetings but would continue to update on incidences.
42/19 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 none received
43/19 ELECTION OF VICE CHAIR Coun King proposed Coun Stanley, seconded Coun Wray. Coun Stanley agreed to accept.
44/19 ELECTION OF PARISH COUNCIL REPRESENTATIVES
4 Cowley Foundation – Cllrs Lovell, Robinson, Stanley and Wray.
2 Trustees Millson Charity – Cllrs Robinson & Stanley.

46/19 NOTES OF LAST MEETING – were signed as a true copy to become minutes, proposed Coun Almond seconded Coun Wray.
47/19 MATTERS ARISING Parking in Market Place, contract received but as clerk is away on leave shortly, and wishes to write to businesses before CPM, asked Parish Council if start could be delayed until the end of May in case of any teething problems. All agreed a sensible idea.
48/19 MATTHEW FLINDERS – BHH
Bishop of Lincoln has announced his support for Matthew Flinders remains to return to Donington. Public meeting arranged for 3rd June to update on progress so far. Parish Council received invitation to a meeting with Sir John Hayes on ways of going forward.
Group now have a constitution and bank account and are on Facebook.
49/19 TO DISCUSS/APPROVE PURCHASE OF NEW CCTV SYSTEM
Clerk reiterated of four cameras on existing system only two work. Quotation received from existing supplier of £1680. As budgeted in precept it was proposed Coun Stanley seconded Coun King new system be installed alongside existing camera. Clerk proffered the fact that no monetary contribution was made toward electricity costs of the business owner. Council felt this should be addressed. Clerk to meet with business owner.
50/19 TO DISCUSS PURCHASE OF UP TO DATE CHARLES ARNOLD BAKER
This is the bible for the clerk and existing edition is seventh and the newest is eleventh. With changing in laws and regulations it was agreed that keep up to date was imperative. Cost £129.99 as clerk to two parishes these costs are usually shared with Bicker. Proposed Coun Stanley seconded Coun Hawkins new edition be purchased.
51/19 IDEA - Preparations for Summer Fayre. Details of portable toilets to be included in Insurance for the event. Still vandalism in park, but unfortunately Police numbers are declining in Lincolnshire Idea to post on Facebook, look after it or lose it.

Approvals – extensions to 120 Quadring Road and 11 Mill Lane
Clerk to write and request if Parish Council can have input into naming of new developments. Could another meeting with planning department be arranged? Coun King to speak with planning
52/19d Library – window sills require attention.

52/19f Finance - Council payments authorised as per schedule proposed Coun King seconded Coun Almond.
53/19 ANY OTHER BUSINESS –
AB – still require to co-opt another Councillor, two names put to the table, who were both willing to stand for Council. Clerk to contact. Agenda item next meeting. Bin being used in layby now but is not big enough. Clerk to request.
LA – dangerous parking of a car at the Northorpe junction. Coun Almond agreed to speak with owners.
Facebook is quiet. It was suggested that it be made a closed group by invitation. Comments could then be received from the public but could be vetted and risqué members banned. Agreed once again to give a trial.
DH – fixmystreet, still no joy over state of road surface in Northorpe Road. Coun King to speak with Highways.
PL – felt a letter of thanks should go to Couns Marshall and Rollinson for their input over the years.
Market Place – one contractor not interested in replacing slabs. Another contractor to quote. Agenda item for next meeting.
