January 2021 Minutes

Minutes of a remote meeting held on Thursday 7th January 2021. 

Present Couns Stanley, Abbott, Burdall, Hawkins, King, Lovell, Lunn, Robinson, Rollinson, L & R Wray.  District Council Walsh, County Councillor Grocock a press representative and a member of the public.

PUBLIC FORUM
Mr Slater had helped with the Christmas trees and suggested that although there were many good comments perhaps next year should add coloured lights too.  Suggestions that preparations could start, after lockdown, for celebrations for the Queens Jubilee in 2022.
Play equipment well accepted in Flinders Park, could some adult equipment be put in as well.  Advised some already in Skate Park.
Reports of school buses being left in various, inconvenient places.  To be reported to Highways.

2/21 POLICE REPORT – nothing to report.

3/21 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011 

4/21 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes.  Proposed Coun King seconded Coun Lunn.

5/21 MATTERS ARISING –   
Churchyard trees – still no contact from resident.  Contractor willing to reduce invoice by £200.  
Taken advice from LALC that three quotes had not been obtained for the tree works in the churchyard, down to the clerk being off work due to ill health.  Clerk was advised under the circumstances, on this occasion, there had been a genuine error and although the Standing Orders had not been adhered to, all that could be done would be to minute the mistake.
Coun King updates on bargain booze toilets.  Going ahead, interview with PO delayed due to Covid but it is hoped to open shop as soon as possible.
Toilet update.  Coun King and Coun L Wray to look into financial assistance from Triton Knoll to upkeep of toilets.
Proposed commercial premises on Church Street. (Coun Rollinson declared an interest as didn’t realise this would be discussed) New opening hours are a concern due to deliveries 3 parties interested in purchase.

6/21 IDEA
Works in Park complete and IDEA now requesting balance of invoice from Section 106 monies of £1538.94.


7/21 FINANCE REPORT
To Approve Precept for 2021 – 2022.  Finance Committee proposals put forward.  Figures are in line with last years’ projected budget and the Council are holding a satisfactory contingency.  It was agreed, after discussion, that due to current climate with Covid, there being no additional spending predicted it was proposed Coun Rollinson seconded Coun King to keep precept as last year at £33000
To Approve Council payments authorised as per schedule including Arb Core for churchyard trees.
Prop Coun King seconded Coun Hawkins.

8/21 LIBRARY
Closed at present due to second lockdown.

9/21 PLANNING 
Nothing this month

10/21 CORRESPONDENCE  -  
Confirmation that works at Bicker Sub-station is now complete.

11/21 MEMBERS REPORTS
JS Pot holes in passage way between High Street and Ash Court.  If Council take on responsibility of maintenance, it will assume ownership.  Coun Rollinson suggested a pre-contract discussion regarding the cost of searches of the Land Registry for ownership of the land.  Write to businesses using the pathway if their deeds show shared ownership or access.
Also fly tipping along the out buildings.
PL advised Christmas was under budget so looking into further decorations next year as trees are in storage to be used again.

12/21 ANY OTHER BUSINESS –.
GL reported a broken memorial in the cemetery asking if anything can be done.  Clerk advised memorials are the responsibility of the owners and the Parish Council therefore not assist.
