Minutes of the remote meeting held on Thursday 4th March 2021

24/21 APOLOGIES were received and accepted from Couns Abbott and Burdall
25/21 POLICE REPORT – nothing additional to report, hare coursing and car vandalism still ongoing.
26/21 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2111 – Coun L Wray for L.I.V.E.S. discussion.
27/21 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun King seconded Coun Lunn.
28/21 MATTERS ARISING – awaiting results from Land Registry regarding land ownership of peacock passageway.
29/21 TO DISCUSS DONATION TO L.I.V.E.S clerk had requested of L.I.V.E.S. if any donations made would go directly to Donington responders. This would not be the case. Coun L Wray previously presented options that the Council could take. With this in mind and the thought that perhaps another defibrillator for the village would be a suggestion instead, agreed to put on Agenda next meeting.
30/21 IDEA COUN Lunn awaiting quotation for CCTV’s for band stand in the park. Application for grant from Triton Knoll for assistance with finalising works to bandstand. Also applying for Post Code Lottery for grant.
31/21 FINANCE REPORT

32/21 LIBRARY nothing to report.
33/21 CORRESPONDENCE - letter of complaint from local resident on Bicker Road regarding amount of HGV’s along road adjacent to his house, causing noise and disturbance to his house, with copy of letter to Highways. Coun Rollinson advised this road is not Highways but a private roadway for access to a local farm building.
35/21 MEMBERS REPORTS
JS – advised by resident litter bin at new cemetery overflowing. Advised council was aware and confirmed it would be emptied on Tuesday. Another dog bin required in Hunter Way? Coun King advised South Holland bins no longer available as they do not have the man power to empty. Dog fouling is a continual problem, residents should be made aware that any rubbish bins can be used.
PL – can a salt bin be obtained for the corner in Northorpe which is very dangerous in frost and snow as sun never thaws any surface ice? Additional dog bin also required in Northorpe. Gulley’s in Northorpe blocked by mud and debris, report to Highways. Wooden bridge over Forty Foot is broken and requires attention, to be reported to Environmental Agency. Update from last meeting on Mill Lane pond. He and Coun Rollinson did some remedial works but this has now reported to BSIDB for clearing. Firemen had pumped out significant amount of water to assist.
Litter pickers doing a sterling job around the village, approximately 120 bags collected. Clerk to send letter of gratitude. Government started a petition for fast food outlets to print car registrations on bags.
DH – requesting of Coun Grocock the latest of the re-opening of Donington station. Last reports were that there was to be a site meeting but COVID had postponed it. The lines are in very good condition and the footfall for trips to Sleaford, Spalding, Lincoln and Peterborough would be advantageous to the village.
Coun Grocock advised due to COVID British Rail are losing significant revenue. Meeting with Highways 8th March and will put to committee. Coun Hawkins disputed that this should have any effect, as there is money available for these projects.
JK – Owners of Red Cow have asked if the Parish Council would like to have input in the naming of the streets on the development, preferably referring to the Red Cow i.e. Red Cow Way/Close/Drive, Highland/Jersey Way. Council agreed with Red Cow but Highland and Jersey had nothing to do with the cattle of Lincolnshire. Lincoln Red was the breed. Brewers Lane suggested as one of the back rooms was an old brewery. Coun King to take suggestions to contractors for planning.
GL – spoken with Highways regarding a footpath along the teen park as children have to cross the road to get to school.
MR – further update on Mill Lane pond. Roadway is too small to take Black Sluice vehicles so a smaller machine will have to be hired.
LW - requesting permission to put details on Facebook regarding dog walkers and ramblers walking across field that are not public footpaths. Could also educate dog owners, ‘pooh’ bags can be placed in any rubbish bin. All agreed.
36/21 ANY OTHER BUSINESS –.
Coun Grocock attended Gosberton Parish Council meeting. It was mentioned via NALC of a zoom meeting for all clerks. Having asked various other clerks and checking with clerk no-one seems to know about it. Clerk to speak with NALC, advising the information was incorrect.
DATE OF NEXT MEETING – Thursday 1st April 2021
