July 2021 Minutes

Minutes of the  meeting held on Thursday 1st July 2021 at the Church Hall. 

Present Cllrs Stanley, Burdall, Hawkins, Lovell, Lunn, Robinson, L & R Wray.  3 members of the public and a press representative.

PUBLIC FORUM
P Fleming questioned parking in Market Place.  No spaces to park due to poor parking.  Concern’s businesses are missing out as visitors not stopping but going elsewhere.  Suggestion bays be marked on footpath to try and assist.

64/21 APOLOGIES were received and accepted from Cllrs Abbott, King, Rollinson and Dist Cllr Walsh

65/21 POLICE REPORT – another incident in the park of grown-ups fighting.  Seeking CCTV coverage from GB. The grey Peugeot is still parking at top of Malting Lane and impairing vision for vehicles.  Has been reported to PCSO, clerk has reported to a Police Contact.

66/21 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

67/21 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes.  Proposed Cllr Lovell seconded Cllr N Burdall.

68/21 MATTERS ARISING   
Sign at top of Northorpe now.  No update on CCTV for incidence in Flinders Park.

69/21 TO DISCUSS SECTION 106 MONIES 
No results of grants received so Agenda for next meeting

70/21 TO APPROVE TEMPORARY SUB-COMMITTEE TO ORGANISE JUBILLEE CELEBRATIONS
PC agreed should hold an event and a separate committee be to arrange this.  District Cllrs King, Bingham agreed funding for VE celebrations could be used.  Cllr Walsh agreed if PC match funded.
Clerk suggested previous committee for VE celebrations should be asked if they wished to be involved.  Meeting to be arranged for those interested. Agreed would be under the title of PC for VAT purposes.
Proposed Cllr L Wray, seconded Cllr R Wray sub-committee to be purely for this event.

71/21 TO DISCUSS ‘WILD WALKWAY’ SUGGESTED IN CHURCHYARD BY PCC
Last night we had a PCC Meeting - to which Jane K and Gill now both belong - and there were a couple of issues that arose that I was asked if I would put to you so that they are Agenda'd for discussion at next Parish Council Meeting, please.

Firstly - Concern over present state of Church Yard - the PCC are disappointed with how overgrown it has become - and in particular with the amount of self-sown Lime Trees and Ground Elder. Photo examples attached.

Secondly - The PCC would like to create a "Wild Walkway through / around the area to the North of the main churchyard" - to be used as a Peaceful Walk - with the aim of allowing people to use that as a quiet area for wellbeing / prayer / contemplation & potentially having benches / seats around there (funding for these to be sought separately) - what is needed is for a walkway path around the area to be created.

In answer to first concern.  PC are aware of poor state of churchyard, due to sickness and machinery problems.  In hand.

To second, were not sure what they are asking of PC and a meeting with JP, chair and clerk to be arranged following meeting.  This is directive from Diocesan ‘Caring for God’s acre.

72/21 IDEA
Yet again anti-social behaviour.  Hoping grant application results will be available shortly to discuss further CCTV.
Replacement compost bins replaced from grant monies.
Request from Tree company if trees can be delivered.  Cllrs Lunn and Lovell to meet and to mark site for planting.  Contractor required to plant.

73/21 FINANCE REPORT
Council payments authorised as per schedule

75/21 PLANNING 
H04-0580-21 – livestock building (retrospective) Pasture Farm, Westdale Drove.  
H04-0627-21 – change of use of building to include the storing and processing of firewood and logs from off site (retrospective)

76/21 CORRESPONDENCE -  
Letter of resignation received from Andy Doughty. Thoughts requests for replacement contractors.

77/21 MEMBERS REPORTS
JK – received via Chair confirmation owners of Red Cow would be willing to lay three layers of brick to wall in Market Place 

PL – markets are not being supported as well as originally.  Rent be suspended for three months to assist.  Small holes appearing in Market Place, due to chairs.  Cllr Lovell to repair.


NB – drain cover at junction of Gleed Avenue has been covered with tarmac and is ineffective.  Traffic lights once again causing problems.

DH – Still speeding traffic in Northorpe

GL – Can work be done to repair information board in Market Place.  Can anything be done regarding state of Peacock House.
