Minutes of the remote meeting held on Thursday 1st April 2021 

Present Couns Stanley, Burdall, King, Lovell, Lunn, Robinson, Rollinson, L & R Wray.  

PUBLIC FORUM
Paul Slater advised there are complaints that there is nothing to do for the teenagers in the village he put out feelers as to whether an angling club, would be supported.  After discussions with existing angling groups, National Angling Strategy and National Angling Trust, the Donington Anglian Club was born.  Using the brick pit for practical advice and the community centre meetings once a week, for theory and assistance with fishing in general.  Owner of brick pit concerned of the insurance liability for children but Paul advised no child will be allowed under the age of 16 unless accompanied by an adult. There is to a launch at the Community Centre.  PC agreed this was a wonderful idea, congratulated Paul and wished him sell for the future.

37/21 APOLOGIES were received and accepted from Couns Abbott and Hawkins

38/21 POLICE REPORT –nothing received for crimes in Donington.  Fly tipping in Browntoft Lane reported to Police.

39/21 TO RECEIVE DECLARATION OF INTEREST IN ACCORDANCE WITH THE LOCALISM ACT 2011

40/21 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes.  Proposed Coun King seconded Coun R Wray.

41/21 MATTERS ARISING –   
Towndam Lane at junction with A152, works has been scheduled.
Highways had confirmed only a part of Long Oliver Drove, is adopted.  Due to some dispute within Council clerk to request confirmation of which part.

42/21 TO DISCUSS DONATION FOR L.I.V.E.S. 
 Discussions took place after relevant information had been forwarded to the Council. As a donation for this had not been budgeted, it was agreed L.I.V.E.S put a request in November so consideration could be given prior to finance meeting for potential inclusion in next years’ precept. 

43/21 TO DISCUSS SECTION 106 MONIES FOR EXPENDITURE IN FLINDERS PARK 
Gemma Elsam requesting litter picking equipment, advised that perhaps Coun L Wray could put this forward for a donation from Viking Link.
Still awaiting quotations for CCTV.  Awaiting for GB but would be difficult to obtain a second quote as existing equipment was installed and monitored by them.  
Fencing required in the skate park to finalised security and health and safety.  Flinders Founders have put in application to Wind Farm and without their fund raising events will require funds from Section 106.  Agreed Agenda item again next month.
44/21 TO DISCUSS HANGING BASKETS FOR THE VILLAGE THIS YEAR. 
Request if were there to be hanging baskets in the village this year.  It was previously agreed just to keep tubs this year.  Coun Lovell suggested asking the public, with feedback for litter pickers being well supported, perhaps there is a group that are willing to continue that started by Donington in Bloom.  Details to be put on Facebook.

45/21 TO DISCUSS DONINGTON ACHIEVING TOWN STATUS
Donington previously a Town but restructuring by Lincolnshire County Council, reverted to village.  Felt that grant finding appears more successful for Towns.  Public survey required to ascertain public support.

Various grants applied for.
New enthusiastic volunteer for the park. 
Summer Fayre cancelled
Hopefully firework display will go ahead.
Park looking tidy apart from dog fouling.

48/21 LIBRARY
Opening again 12th April with restrictions.  LCC grant £5187 donated again this year.

49/21 PLANNING 
H04-0279-21 Bates Environment, noise and splash suppression fencing.

50/21 CORRESPONDENCE  -  
Letter from Mrs Pick complaints of walking and exercising in cemetery again.

51/21 MEMBERS REPORTS
PL – could it be noted in minutes of the works Coun King does in and for the village, Poppies, Market Place, Red Cow etc.  All agreed a thank you was in order.
NB can additional salt bins be obtained for the village.  Barnes Road, Gleed Avenue/Park Lane, Northorpe bend.
JK asking of Coun Grocock for Coun Hawkins, any updates on railway.  Nothing heard on reopening, Coun Grocock to readdress.  Coun Lunn feels it needs to be reopened in time for MFBHH.  Owners of Red Cow corresponding regularly, putting application in for windows.

RW Flower beds at Magnum are untidy, can they be cleaned.  Check O.K. with Magnum.  Previously to do one for the late Coun Clark.  Ask if Helen Clarke would be prepared to do the one the brownies originally were keeping clean.
