Minutes of the meeting held on Thursday 4th October 2018 at the Ruby Hunt Centre Donington.
Present Couns Baldwin, Almond, Hawkins, King, Lovell, Lunn, Marshall, Robinson, Rollinson Stanley, Wray and twelve members of the public.
PUBLIC FORUM
Arb Core owner’s planning appeal is due Thursday, asking if the Parish Council are in support, they confirmed they were. Business owners/employees requesting that the Parish Council look into again the 3 hour restriction for parking in the Market Place. Questioned why there was no public consultation, felt that if there had been, and business people could have declared their issues, this would have alleviated the ill feeling there is now for the Parish Council. 3 hours is not long enough for people to visit as many businesses as they wish too, petitions handed over to prove this. Restricting parking was victimizing local businesses, and would only move the problem to another area i.e. High Street where there are few places anyway and Church Street which is already overcrowded with parked cars. Not anti all day parking but has to be 4 hours. Clerk confirmed motion could be rescinded if 6 councillors requested it to be discussed again within the six month period. Chair asked for public to put together their thoughts in order to appease all, to bring to the table at the next meeting.

82/18 POLICE REPORT –
Theft in Mill Lane, Northorpe and two in School Lane, burglary in Mill Lane
83/18 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun Almond seconded Coun Stanley.
84/18 TO DISCUSS/APPROVE REMEMBRANCE WREATH DONATION
It being the 100th anniversary of Armistices Day, it was proposed Coun Stanley, seconded Coun King £100 be donated again.
85/18 TO DISCUSS ROYAL BRITISH LEGION
Confirmation letter had been sent to Royal British Legion and copy to Estate Agents, and an ACV had been lodged with South Holland. If this is approved it gives the Council 6 months to see if funds can be raised to purchase it.
86/18 TO DISCUSS CAMERA FOR MARKET PLACE
Having spoken with the Company, a camera is not obligatory, warden control will be used.

Constitution amended regarding accounts. The accounts have been completed and waiting to be lodged.

89/18CORRESPONDENCE -
Mrs Pick – advising of poor vision at Northorpe junction due to cars parking on Highways verge outside of their property. Clerk to ask if Highways can restrict them. Pot holes in Northorpe, and sunken road in Church Lane. To be reported to Highways.
Mrs Loveday, Mrs Chapman further complaint letters regarding Market Place Parking.
90/18 ANY OTHER BUSINESS –.
Coun Baldwin requested the purchase of a Tommie to be on next month’s agenda.
Uncertain of email communication. Decisions have to be democratic as an agenda item. All details to be forwarded to clerk in order to keep a paper trail.
Parking on both sides of Station Street causing traffic congestion. Clerk to speak with Highways.
Hedge at Barnsdale Mews on public footpath requires attention. Clerk to report to Highways.
Coun Stanley – complaints of dark roads. Can Council enquire as to the cost of keeping streetlights on of an evening?
Coun Marshall – can bollards outside of chemist be removed as they block the entrance.
Coun Lovell diagram of 3 bad pot holes in Northorpe and one in Days Lane. Clerk to report to Highways.
Coun Almond – could Council get information out to the public better if they used social media. Agenda item for next meeting.
