Minutes of the meeting held on Thursday 6th December 2018 at the Ruby Hunt Centre Donington.

Present Couns Baldwin, Hawkins, Lovell, Lunn, Marshall, Robinson, Rollinson Stanley and Wray. County Councillor Grocock, 4 members of public and a press representative

PUBLIC FORUM

Member of public says how disgraceful it is on the sale of the British Legion Hall which was bought for the people of Donington. Advised, unfortunately, there was nothing the Parish Council could do as documents had been seen showing ownership of the Royal British Legion.

101/18 APOLOGIES were received and accepted from Couns Almond King and Police.

102/18 POLICE REPORT – no crimes this month

103/18 DRAFT NOTES OF LAST MEETING – Were signed as a true copy, to become minutes. Proposed Coun Stanley seconded Coun Wray.

104/18 MATTERS ARISING – Clerk written to John Flinders, Matthew Flinders descendant, reiterated not sure if remains are in cemetery to be exhumed.

PCSO Abbotts checking if anything can be done with Peugeot, regularly parking in front of cemetery gates.

LCC say public footpath 11, off Church Street, nothing overhanging on Highways need to check where it is, if private

105/18 TO DISCUSS MARKET PLACE PARKING

Being a business owner Coun Lunn declared an interest. After discussing the three options put before the Council from the group of business owners and employees, it was proposed by Coun Rollinson the main car park be 4 hours and the eight spaces in front of the wall be 30 mins, seconded Coun Marshall. Stanchion now in working order Coun Lovell to distribute keys to shops in order to use for loading only. Clerk to request if area can have ‘do not park’ yellow lines. Agreed that if chemist were willing to pay the cost one of the blue bollards could be removed and a folding stanchion be placed there for the parking of the pharmacist. 7 in favour.

106/18 TO DISCUSS/APPROVE PURCHASE OF ONE TOMMY OR MORE

Tommy £750 Seat £695. All agreed as the event had now passed more thought to be given earlier in the year. I.e. September in time for remembrance weekend.

107/18 TO DISCUSS SOCIAL MEDIA FOR PARISH COUNCIL

After discussion it was agreed this was a very effective way of communicating for the Parish Council. Coun Almond, although not present, agreed to administrate the site. All in favour.

108/18 TO DISCUSS COMPLAINT REGARDING NARROWING OF TOWNDAM LANE

Several complaints, including written one, regarding the loss of 3 feet alongside the new development. Chair and Councillor Lovell had measured and reported to planning, who advised LCC Highways were happy with development. Coun Grocock to take the concerns to a meeting he was attending shortly.

109/18 TO DISCUSS DONATION REQUEST FROM BILLINGBOROUGH & HORBLING SCOUT GROUP

Request for donation towards a trip in 2019. Only one member from Donington, so agreed no donation could be made.

110/18 IDEA

Accounts had been settled at a cost of £800 and constitution amended to have audit regulations removed.

£1100 profit on firework display. Summer Fayre plans proceeding.

Margaret Wright secured grant for container for equipment.

Tony Crofts – street cleansing, team from South Holland prepared to clear any ‘grot spots’ in the village.

John Flinders, acknowledged wishes that if Matthew Flinders remains were found Donington people would think it fitting to return home. Has passed on to the nearest relatives.

113/18 ANY OTHER BUSINESS –.

Coun Stanley, would Parish Council have any objections to bollard being placed at footpath entrance to keep vehicles out. No objections. Church Lane, can request once again be made for extension of double yellow lines.

Coun Lunn, could Police attend parking of vehicles on double yellow lines outside of Co-Op.

Coun Marshall, fly tipping in Browntoft Lane.

Coun Wray – pot holes further down Northorpe.

Coun Hawkins – Flower firm on Days Lane causing problems with deliveries. Can a ‘No H.G.V.’ sign be placed to alleviate problems?

Finance Committee meeting organised for Monday 17th December to discuss precept.
