DONINGTON PARISH COUNCIL

ANNUAL PARISH MEETING in the Ruby Hunt Centre on Thursday 
May 3rd 2018 commencing at 7.00 p.m.
Complaints of how poor parking is in the village, felt it could be helped if bays were marked out.  Parking on zebra zig zags and double yellow lines and all day in Market Place.  Cllr Almond to look into various options to improve matter.  Local businesses could police by naming and shaming.  Suggestions of clamping, clerk to check legality of clamping.  Clerk to write to businesses again advising of 2 hour maximum parking, advising further action will be taken.

35/18 ELECTION OF CHAIR – Cllr Baldwin prepared to stand again, proposed Cllr Robinson seconded Cllr Stanley for Cllr Baldwin 
to Chair another year.  Declaration of acceptance of office signed and witnessed

36/18 APOLOGIES were received from Police

37/18 POLICE REPORT
Criminal Damage in the Market Place and Quadring Road
Robbery High Street

38/18 TO RECEIVE UPDATES TO CODE OF CONDUCT no amendments to be recorded.

39/18 ELECTION OF VICE CHAIR Cllr Baldwin proposed Cllr Rollinson to stand another year, seconded Cllr Robinson.

42/18 NOTES OF LAST MEETING – were signed as a true copy to become minutes.  Proposed Cllr King seconded Cllr Stanley


43/18 TO DISCUSS VOLUNTARY CAR SCHEME
Once again figures were discussed, Cllr Hawkins confirmed expenditure was rising.  Council all agreed a successful scheme but there is still £1,000 in bank.  Suggested again Swineshead Medical Centre be approached for financial assistance.

44/18 IDEA  - Cost of audit will be discussed at AGM, small company with small entity.  Articles of Association to be amended from 2 committee members to 10.  May also amend to be except from annual audit, will need to be sent to Company’s House.  IDEA and Parish Council have to accept changes.
Continuing problems in park with dogs, checking CCTV but Police as yet have taken no action.
Cllr Lunn confirmed there is Section 106 monies for Donington to spend from Summerson Close development.

45/18 REPORTS OF COMMITTEES –
45/18A Old Cemetery - fine

45/18C Planning – Development in Quadring Road reduced from 8 to 6 houses.
45/18D Had meeting with LCC and architect from Red Cow for possible use of another room downstairs.

Arb Core – tree work at pond £600

46/18 CORRESPONDENCE  
LALC Government has tabled an amendment to the GDPR for Parish Council not to have the need to appoint a DPO, compliance is still necessary though.
 
47/18 ANY OTHER BUSINESS –
Cllr King been approached by businesses in Market Place if tables and chairs can be set out.  Council agreed as long as it doesn’t affect the thorough way.
Also approached if there could be an external war memorial.  Council unsure of where this could be placed
